Use this archetype when counterparties will not rely on a promise, threat, guarantee, policy, or declared intention because future incentives favor reversal. The solution is not simply to speak louder. It is to bind the future decision environment: put stake at risk, delegate enforcement, use escrow, make breach visible, entrench a procedure, automate a condition, or create staged release.
