Increase the strength or salience of a weak but important signal so it can trigger attention, coordination, or action.

The Diagnostic Story

Symptom: A meaningful signal exists somewhere in the system—a warning, an observation, a priority—but it is too weak, too local, or too low-status to trigger the appropriate response. Decision makers say they were not informed even though the relevant data existed. Teams drown in undifferentiated notifications, making genuinely important signals indistinguishable from routine noise. Signals become loud only through scandal, crisis, or escalation rather than through any designed routing.

Pivot: Identify the meaningful signal and the receiver who needs it, choose an amplification channel that can increase salience or reach without distorting the signal, strengthen the signal enough to compete with noise, and monitor for distortion, false certainty, or overreaction.

Resolution: Important signals become visible early enough for appropriate response. Receivers understand why the signal matters and what it should inform. Signals from low-status or distributed sources get through on the basis of evidence rather than origin, and response latency decreases without indiscriminately raising alarm volume across the system.

What this problem means

The structural problem is a mismatch between signal importance and signal force. A signal may be meaningful in the sense that it points to risk, opportunity, coordination need, or decision-relevant information, but the system treats it as background noise. That mismatch can arise because the source has low status, because the signal appears early and weak, because evidence is scattered, because the channel is not watched by decision makers, or because receivers do not know what to do with it.

The danger is that the signal becomes strong only after a crisis, scandal, outage, harm, or missed opportunity. By then the system has effectively delegated signal amplification to failure. This archetype designs the amplification pathway before uncontrolled escalation has to do the work.
