Maximum Neighbor Hypothesis

A Chilean maximum-contingency defense scenario in which conflict with one of Argentina, Bolivia, or Peru is stress-tested as a possible simultaneous coalition conflict with all three, without treating that coalition as a forecast.

Core Idea

The Maximum Neighbor Hypothesis—hipótesis vecinal máxima, hipótesis vecinal 3, or HV3—is a Chilean defense-planning construct that treats a conflict with one neighboring state as potentially expanding into simultaneous coordinated pressure or war with all three continental neighbors: Argentina, Bolivia, and Peru. It is a maximum contingency against which force posture, mobilization, deterrence, diplomacy, logistics, and geographic exposure can be stress-tested.[1][2]

The locked identity is Chile as focal state + its three bordering states as a closed actor set + an initial bilateral crisis or conflict + a coalition-expansion proposition + simultaneous multi-front demands + historically argued alliance, grievance, or opportunity pathways + defense and diplomatic implications + continuous reassessment of plausibility. The hypothesis must remain modal: it describes a contingency that planners considered, not a law that neighbors will unite and not proof of current hostile intent.

Garay’s analysis explicitly describes the feared “Hipótesis Vecinal 3” as a joint attack by neighbors to change borders and argues that this perception loosened qualitatively from the 1990s as Chile combined northern deterrence with cooperation and integration in the Argentina–Brazil–Chile relationship.[1] A Chilean Senate intervention likewise described an institutional move away from the maximum-neighbor hypothesis toward a one-neighbor hypothesis supported by diplomacy.[2] These sources establish both recurrence and revision: HV3 functioned as a planning frame whose salience could decline when relations and policy changed.

The candidate survives as a domain-specific abstraction because it is more than one historical plan. It is a named Chilean scenario grammar: bilateral trigger → coalition expansion → three-front load → portfolio of military and diplomatic hedges. Its actor identities and historical security frame are indispensable, so it does not rise to a prime. Generalizing away from Chile and its neighbors yields Scenario Planning, Threat Modeling, Coalition Risk, and Deterrence.

Structural Signature

  • the focal state — Chile, whose long north–south geography and three continental neighbors organize the problem;
  • the fixed neighbor set — Argentina, Bolivia, and Peru, distinguished from extra-regional supporters or mediators;

  • the capability comparison — the focal state tests mobilization, endurance, sea and air control, reserves, infrastructure, and external support under concurrent load;
  • the deterrence requirement — posture aims to make opportunistic entry unattractive while conflict is already underway;
  • the diplomatic wedge — bilateral reassurance, integration, mediation, and differentiated relationships seek to prevent the coalition from forming;
  • the indicator set — coordination, deployments, mobilization, rhetoric, treaty behavior, and crisis diplomacy update scenario plausibility;
  • the source audit — confirmed plans, retrospective testimony, public doctrine, diplomatic sympathy, and later speculation receive different evidentiary weights;
  • the revision rule — the hypothesis is weakened or retired when integration, settlements, institutions, capabilities, and interests change;
  • the non-forecast boundary — preparation for the maximum case does not assign it high probability.

The diagnostic core is not simply “three enemies.” It is a conditional coalition-expansion scenario used to test whether one crisis creates incentives and opportunity for the other neighbors to act concurrently.

What It Is Not

  • Not a historical fact that Chile fought all three simultaneously. The scenario must not be retroactively declared realized by assembling separate events.
  • Not proof of permanent hostility. Past disputes do not fix future preferences.
  • Not a treaty alliance among Argentina, Bolivia, and Peru. Formal, informal, prospective, and merely sympathetic alignment are distinct.
  • Not every two-front contingency. HV1 and HV2 labels describe smaller neighbor counts; HV3 is the maximum case.
  • Not a probability forecast. A prudent stress case can be low-probability and high-consequence.
  • Not a general theory of balance of power. It is one geographically and historically situated planning construct.
  • Not a synonym for encirclement. Chile has Pacific access and the scenario concerns neighboring state alignment, not literal enclosure on every boundary.
  • Not automatic justification for armament. Policy choices require probability, cost, alternatives, escalation risk, and opportunity-cost analysis.
  • Not evidence that diplomatic cooperation is deceptive. Cooperation is itself an input capable of changing the scenario.
  • Not a neutral description if treated as inevitable. Repetition can generate confirmation bias and security-dilemma effects.

Scope of Application

HV3 belongs to Chilean military planning, national-security debate, foreign policy, and historical analysis of regional relations. It can structure force-sizing exercises, mobilization studies, infrastructure resilience, multi-front logistics, diplomacy aimed at preventing alignment, and assessment of whether integration has reduced conflict accessibility.

The scenario was especially salient in retrospective treatments of the 1970s, when Chile faced acute tension with Peru and later the Beagle conflict with Argentina. Historical and institutional sources use HV3 or related maximum-conflict language to describe the scenario confronting planners, but contested claims about exact operational plans require source-by-source corroboration.[3][4]

Its scope is not the present-day truth of every threat claim. The construct remains analytically useful precisely because it can be updated or rejected. Garay’s post-1990 account and the Senate record show an evolution toward differentiated bilateral relationships and a smaller conflict hypothesis rather than timeless adherence.[1][2]

Clarity

Four scales of alignment must be separated: diplomatic sympathy, political coordination, logistical assistance, and direct belligerency. Only the last yields a literal three-front war; the others can still affect deterrence and bargaining but should not be counted as equivalent evidence.

Likewise, possible, plausible, probable, and planning-worthy are different judgments. A maximum scenario may be planning-worthy because failure would be catastrophic even when probability is low. Calling it a “hypothesis” can obscure this operational logic by making it sound like a scientific prediction.

Finally, historical precedent must be event-specific. The 1873 Peru–Bolivia defensive alliance and Argentina’s debated accession are documentary facts, but they do not prove that the same coalition mechanism persists a century later. Each era has different governments, institutions, capabilities, borders, and costs.

Manages Complexity

HV3 compresses many bilateral disputes and coalition pathways into one bounding case. Planners can ask whether communications, reserves, command, logistics, and diplomacy remain viable when demands arrive from all continental fronts rather than planning three unrelated wars independently.

The compression also exposes prevention levers. If the maximum case requires coalition formation, bilateral confidence-building, regional integration, mediation, and differentiated interests are not peripheral diplomacy; they attack a necessary scenario transition. The model therefore joins force planning and foreign policy rather than treating deterrence as military inventory alone.

Abstract Reasoning

  1. If a crisis begins with one neighbor, HV3 requires evidence about whether the remaining states have both motive and opportunity to align.
  2. If one neighbor remains neutral, the maximum case has not occurred even when diplomatic criticism is widespread.
  3. If military plans are concurrent but uncoordinated, coalition effectiveness may be lower than the actor count suggests.
  4. If integration raises the political and economic cost of alignment, the scenario’s accessibility declines without becoming logically impossible.
  5. If planners size exclusively to HV3, resources may be diverted from more probable missions and nonmilitary threats.
  6. If they ignore HV3 entirely, a low-probability coalition shock can create catastrophic multi-front overload.
  7. If one bilateral settlement removes a grievance or creates strong cooperation, the coalition pathway must be recomputed rather than preserved by inertia.
  8. If historical anecdotes count equally with authenticated plans, threat estimates become systematically inflated.
  9. If visible Chilean preparation is interpreted by neighbors as offensive intent, the hedge can contribute to a security dilemma.
  10. If diplomacy prevents one actor’s accession, it has materially changed the scenario even before any battle.

Knowledge Transfer

Exact transfer is limited. HV3 remains HV3 only when Chile, Argentina, Bolivia, Peru, and the three-neighbor coalition contingency remain. The same analysis can transfer across periods of Chilean planning while probability, capabilities, and relationships change.

Other states can face analogous maximum-neighbor scenarios, but those are instances of Scenario Planning, Worst-Case Analysis, Coalition Risk, and Multi-Front War rather than instances of Chile’s HV3. The portable skeleton is focal actor + initiating conflict + opportunistic coalition expansion + concurrent load + prevention and response portfolio. The historical name and actor set stay home.

Examples

  • 1873 alliance concern: Peru and Bolivia formed a defensive alliance and Argentina considered accession; this supplies a documented coalition pathway without proving later recurrence;
  • 1970s stress case: Chilean planning assessed simultaneous risks amid tension with Peru and the Beagle dispute with Argentina; the exact degree of prospective coordination remains an evidentiary question;
  • post-1990 relaxation: integration and differentiated bilateral policy reduced the perceived accessibility of the maximum case in Garay’s account;[1]
  • HV1 transition: the Senate record describes replacing an unsustainable HV3 posture with a one-neighbor hypothesis and diplomatic maneuver to prevent expansion;[2]
  • non-example—joint communiqué: three states criticize Chile diplomatically but make no military commitment or coordinated coercive move;
  • failure—precedent stacking: unrelated conflicts across a century are combined as if they were one continuous alliance;
  • failure—scenario reification: capability is sized to the maximum case and then cited as proof that the case must be likely;
  • successful intervention: stable relations with one neighbor break the coalition pathway and convert a maximum contingency into a smaller one.

Structural–Framed Character

HV3 is predominantly framed. Geography, borders, capabilities, and recorded history constrain it, but the selection of threat actors, interpretation of precedent, assumed coalition accessibility, force-sizing threshold, and acceptable risk are institutional judgments. Its validity is not decided by convention alone, yet its planning force exists because institutions choose to treat a possibility as load-bearing. Explicit source grading and revision are therefore constitutive.
