Maximum Neighbor Hypothesis¶
A Chilean maximum-contingency defense scenario in which conflict with one of Argentina, Bolivia, or Peru is stress-tested as a possible simultaneous coalition conflict with all three, without treating that coalition as a forecast.
Core Idea¶
The Maximum Neighbor Hypothesis—hipótesis vecinal máxima, hipótesis vecinal 3, or HV3—is a Chilean defense-planning construct that treats a conflict with one neighboring state as potentially expanding into simultaneous coordinated pressure or war with all three continental neighbors: Argentina, Bolivia, and Peru. It is a maximum contingency against which force posture, mobilization, deterrence, diplomacy, logistics, and geographic exposure can be stress-tested.
The locked identity is Chile as focal state + its three bordering states as a closed actor set + an initial bilateral crisis or conflict + a coalition-expansion proposition + simultaneous multi-front demands + historically argued alliance, grievance, or opportunity pathways + defense and diplomatic implications + continuous reassessment of plausibility.
Scope of Application¶
HV3 belongs to Chilean military planning, national-security debate, foreign policy, and historical analysis of regional relations. It can structure force-sizing exercises, mobilization studies, infrastructure resilience, multi-front logistics, diplomacy aimed at preventing alignment, and assessment of whether integration has reduced conflict accessibility.
The scenario was especially salient in retrospective treatments of the 1970s, when Chile faced acute tension with Peru and later the Beagle conflict with Argentina. Historical and institutional sources use HV3 or related maximum-conflict language to describe the scenario confronting planners, but contested claims about exact operational plans require source-by-source corroboration.
Clarity¶
Four scales of alignment must be separated: diplomatic sympathy, political coordination, logistical assistance, and direct belligerency. Only the last yields a literal three-front war; the others can still affect deterrence and bargaining but should not be counted as equivalent evidence.
Likewise, possible, plausible, probable, and planning-worthy are different judgments. A maximum scenario may be planning-worthy because failure would be catastrophic even when probability is low.
Manages Complexity¶
HV3 compresses many bilateral disputes and coalition pathways into one bounding case. Planners can ask whether communications, reserves, command, logistics, and diplomacy remain viable when demands arrive from all continental fronts rather than planning three unrelated wars independently.
The compression also exposes prevention levers. If the maximum case requires coalition formation, bilateral confidence-building, regional integration, mediation, and differentiated interests are not peripheral diplomacy; they attack a necessary scenario transition.
Abstract Reasoning¶

Exact transfer is limited. HV3 remains HV3 only when Chile, Argentina, Bolivia, Peru, and the three-neighbor coalition contingency remain. The same analysis can transfer across periods of Chilean planning while probability, capabilities, and relationships change.
