In US and NATO doctrine (JP 3-0), the operational pause is the instrument by which a commander manages the approach to the culminating point — the moment beyond which sustaining capacity can no longer support forward action. Taken voluntarily before that point, the pause is recoverable; forced at or past it, the recovery may not be. The doctrine therefore commits commanders to monitoring sustainment margins in advance rather than reading operational success signals alone, since apparent forward progress can lag the actual depletion of combat power and logistic capacity by days or weeks. What It Is Not

  • Not a forced halt. An operational pause is not a stop driven by defeat or exhaustion; it is a chosen halt taken while the force still retains the capacity to continue, momentum traded by design. A halt imposed by collapse is a culmination failure — the opposite of the pause, and what the pause exists to forestall.

During the 2003 invasion of Iraq, V Corps and the 1st Marine Expeditionary Force drove rapidly toward Baghdad, but around 25–28 March a severe shamal sandstorm arrived just as the supply tail stretched several hundred kilometres back toward Kuwait. Commanders held the main ground advance for roughly three days to let fuel, ammunition, and water resupply catch up, reposition units, and reassess Iraqi Republican Guard dispositions before the final push. Press coverage read the halt as the offensive "bogging down"; commanders framed it as a deliberate, planned operational pause taken while the force still retained the capacity to continue. Once resupply and weather permitted, the advance resumed and Baghdad fell in early April.

Applied / In Practice

Campaign historians apply the concept diagnostically to the Allied pursuit across France in 1944. After Operation Cobra (late July) and the liberation of Paris (25 August), Allied armies raced to the German frontier but outran their logistics: the deep-water port of Antwerp stayed unusable until the Scheldt estuary was cleared in November, so fuel had to be trucked forward from Normandy by the Red Ball Express. By early-to-mid September the advance stalled — Patton's Third Army halted near Metz largely for want of fuel. Doctrine reads this as a culminating point reached because no deliberate pause was scheduled to synchronise the advance with sustainment.
