Agenda-Setting Motion¶
Procedural motion — instantiates Initiative Seizure and Tempo Control
Tables a fully drafted proposal into a deliberative body's procedure so the room debates amendments to your text instead of starting from a blank page.
An Agenda-Setting Motion seizes initiative through the body's own rules. In any group that runs on parliamentary procedure, a properly moved and seconded proposal becomes the pending question — the thing under debate until it is amended, adopted, or defeated. By arriving with a complete, in-order draft rather than a topic to discuss, you flip the room from open-ended deliberation into amendment mode on your text: unless someone does the work of countering, your version is what carries. What makes this mechanism THIS mechanism, and not a persuasive speech or a deadline, is that the constraint on others is procedural — manufactured by the venue's standing rules — so it binds even people who dislike the proposal and would rather not engage.
Example¶
A university faculty senate has grumbled for a year about the absence of a research-data retention policy, but every meeting the item dies as vague discussion. One senator changes the game. Rather than raising "we should really address data retention," she submits, in advance and in order, a complete six-page draft policy as a main motion, secured a second from a colleague on the library committee, and gets it placed on the agenda as new business.
The meeting no longer opens with "should we have a policy?" It opens with "Moved: that the senate adopt the following policy. Discussion and amendments?" The burden has inverted. Colleagues who object can no longer simply let the topic drift — to change the outcome they must draft germane amendments or move a substitute, which is real work done live and on the record. Two friendly amendments narrow the retention window and add an exemption; a hostile substitute fails for lack of support. The policy passes that afternoon, largely as written — an outcome a year of blank-slate discussion never reached, because nobody had ever forced the body to react to a concrete text.
How it works¶
The mechanism rides three procedural facts: a seconded main motion is automatically the question before the assembly; amendments must be germane to that motion (so debate stays on your terrain); and the only way to displace your text wholesale is a substitute motion, which its proponents must draft and win. The operator's real craft is preparation, not oratory: circulate the draft early enough to look fair but late enough to pre-empt an organized counter-draft, line up the second and a quorum, and pick the meeting where the item lands as decidable business rather than a referral.
Tuning parameters¶
- Draft completeness — a skeletal motion invites rewriting; a fully specified one is harder to displace but exposes more surface to amend. Match to how contested the text is.
- Germaneness scope — a narrowly worded motion limits which amendments are in order; a broad one is more durable politically but easier to reshape.
- Agenda slot — early in the session (fresh attention, risk of deferral) versus late (fatigue favors the drafted default).
- Co-sponsor breadth — a lone mover versus a visible bloc behind the second, trading nimbleness for perceived legitimacy.
- Pre-conceded amendments — how many friendly edits you signal willingness to accept up front, buying assent at the cost of control.
When it helps, and when it misleads¶
It is at its best in rule-bound bodies with recurring, low-urgency decisions that otherwise dissolve into sentiment: it converts a mood into a decidable question and puts the labor of opposition on the opponents. Its honest failure mode is legitimacy backlash — a body that feels railroaded will reverse the vote or distrust the mover next time, and a motion sprung as a surprise (no circulation, thin quorum) is the classic misuse, technically valid under Robert's Rules[n1] yet corrosive to standing. The guarding discipline is to separate procedural advantage from informational ambush: pre-circulate the text, invite genuine amendment, and let the win come from having framed the question, not from having caught the room unprepared.

It does not set a cadence for the interaction or a stopping limit on how far to push — tempo_channel and escalation_boundary are Time-Boxed Challenge's turf, the sibling that forces response by the clock rather than by procedure — nor does it sustain an interpretive story after the vote (follow_through_capacity, sensing_and_feedback_loop, which belong to Narrative Frame Release). This motion's leverage is purely the venue's rules.
