Both/And Strategy Design builds a standing operating model that houses two competing strategic needs in structurally separated contexts — different units, metrics, cadences, or governance — instead of forcing an organization to choose one and suffer the other's failure. Its defining insight is that a persistent strategic tension is best resolved not by a single decision but by a durable structure: give each valid need its own protected home at the level where the tension is actually generated, define the interface between them, and install a review trigger to rebalance the boundary as conditions shift. The synthesis here is an architecture, not an argument or an agreement — a way the organization is permanently arranged so both needs can be pursued at once.

Example

A national retail chain is torn between global brand consistency — a customer should get the same experience in any store — and local store autonomy — a manager in a college town and one in a retirement community face different demands. Head office keeps swinging: it centralizes until stores feel like vending machines, then decentralizes until the brand fragments, then recentralizes.

Both/And Strategy Design ends the swing by splitting by context. A small, genuinely non-negotiable brand core — logo, pricing floors, safety standards, core assortment — is centralized and enforced. Everything else — local assortment tail, staffing patterns, community events, merchandising within a template — is devolved to store managers operating inside published guardrails ("freedom within a framework"). The design is then operationalized: which decisions sit where, what the guardrails are, who arbitrates edge cases. And it installs a quarterly review trigger that moves items between "core" and "local" as sales and complaint data reveal where each need actually lives. The oscillation stops because both needs now have a durable structural home.

How it works

  • Locate the level where the tension is generated. Centralize/decentralize conflicts usually live at a specific decision layer; that's where the split must be made.
  • Assign each need its own context. Separate the two into domains — units, metrics, or decision rights — each optimized for one need without colliding with the other.
  • Define the interface and guardrails, then operationalize into concrete roles, metrics, and boundaries.
  • Install a review trigger so the boundary is rebalanced as conditions change, rather than frozen.

What distinguishes it from a one-time synthesis is that it produces a persistent dual structure with its own governance — the organizational-ambidexterity move of running two logics side by side under a rebalancing rule.

Tuning parameters

  • Degree of separation — fully separate units vs. one unit running both logics under different metrics; sharper separation protects each mode but raises coordination cost.
  • Boundary placement — where the core/local (or explore/exploit) line is drawn; a larger protected core buys consistency at the expense of local fit.
  • Guardrail tightness — how much freedom the devolved side gets within limits; looser guardrails increase local fit but risk drift from the core.
  • Review-trigger sensitivity — how readily the boundary is reopened; frequent rebalancing tracks conditions but unsettles the structure.
  • Resourcing symmetry — how evenly the two modes are funded and staffed; protecting the weaker mode prevents the stronger from starving it.

When it helps, and when it misleads

Its strength is ending oscillation: by giving each pole a protected structural home it stops the exhausting swing between centralize and decentralize, explore and exploit — the discipline Barry Johnson calls polarity management, treating interdependent opposites as an ongoing both/and to be managed rather than an either/or to be solved.[n1] When a tension recurs no matter which side "wins," a standing dual structure is usually the real answer.

Its failure mode is complexity and imbalance. Two parallel structures cost coordination, and the stronger mode tends to quietly starve the weaker — exploitation crushes exploration because its returns are nearer and surer — so the both/and slowly reverts to a de facto either/or. The boundary itself can become a bureaucratic battleground. The guarding discipline is to protect the weaker mode's resources explicitly and to let the review trigger, not internal politics, move the boundary as evidence accumulates.

How it implements the components

Both/And Strategy Design fills the durable-structure end of the archetype — the parts that harden a synthesis into a standing operating model:
