Capability register — instantiates Response Repertoire Expansion

Maintains the standing record of which people can perform which responses, and to what proven level, so coverage gaps are visible before an event exposes them.

A Competency Matrix Update maintains a grid — people or teams against responses and skills — recording who can do what, and at what proven level. It is the inventory mechanism of the archetype: its job is to make the current repertoire and its thin spots visible, not to build capability or document procedures. It answers "what can we already do, and where is a needed response held by exactly one person?" — so the system neither adds a duplicate option it already had nor discovers a single-point-of-failure only when the event lands.

Example

On a hospital nursing unit, the charge nurse keeps a skills matrix for roughly thirty nurses against critical competencies — including a newly-acquired continuous renal-replacement (CRRT) machine. Cells record not just yes/no but level: trained · supervised · independent · can-precept. Reconciling the matrix after the last training cohort, the charge nurse sees only two nurses are "independent" on CRRT and neither works nights — a coverage hole the roster would otherwise hit blind at 3 a.m. The matrix turns "I think we're covered" into a level-graded map of the unit's real response capacity, which then drives both the schedule and the next cross-training target.

How it works

It is a register kept current. It defines the competence levels that count as "can really do this," inventories each person against each response, and is refreshed as people are trained, certified, transferred, or leave. Its value is entirely in being accurate: a stale matrix is worse than none, because it fabricates confidence in coverage that has quietly lapsed. What makes it this mechanism is that it holds the standing picture — the baseline everything else is added against.

Tuning parameters

  • Level granularity — binary can/can't versus graded (aware → independent → expert). Grading is truer to real capacity but heavier to keep current.
  • Verification basis — self-report, supervisor sign-off, or demonstrated assessment. A stronger basis makes cells trustworthy but costs more to establish.
  • Refresh cadence — how often the matrix is reconciled with reality: after training, quarterly, or on every staffing change.
  • Scope — which responses are tracked — only the critical, thinly-held ones, or the whole catalogue.

When it helps, and when it misleads

Its strength is that it makes coverage visible and graded, exposing both single-point-of-failure and duplicated effort before an event does. Its failure mode is that it records claimed competence, which drifts from real competence: cells go green and stay green after the skill has lapsed. And once the cells become performance targets, people optimize the record rather than the skill — Goodhart's law.[1] The classic misuse is presenting the matrix as proof of coverage to auditors when its verification basis is only self-assessment. The discipline is to tie cells to demonstrated performance and a refresh cadence, and to treat the matrix as a proxy to be re-verified, never as ground truth.

How it implements the components

  • current_repertoire_baseline — records the responses the system can already perform, so nothing is duplicated or overlooked.
  • capability_inventory — the person-by-response grid itself: the structured stock of who-can-do-what.
  • competence_threshold — the level definitions that decide when a person truly counts for a response.

It does not create the capability it records — that is Cross-Training Program and the enablement mechanisms — and it does not identify which missing response the environment is demanding; that is After-Action Repertoire Review.
