Scenario Drill¶
Rehearsal ritual — instantiates Response Repertoire Expansion
Rehearses a response under simulated conditions before it's needed, so people can actually execute it under pressure — and so the gaps show up in practice instead of during the real event.
A Scenario Drill is a recurring rehearsal that runs people through a response against simulated cases — a mock incident, a tabletop, or a full live drill — to build and prove the proficiency to execute it when it counts. Its distinctive move is to exercise the response in practice, on simulated stakes, so execution becomes reliable under pressure and the weak spots surface safely. Its currency is readiness, not outcomes-in-the-wild: it is proactive rehearsal, the cheapest possible place for the response to fail.
Example¶
A chemical plant adds a response for a specific runaway-reaction scenario — a rapid manual shutdown sequence. Written down, it is just paper. A quarterly tabletop and then a live drill run the shift crew through it: a scenario library supplies escalating variants (a single sensor failure, then the same fault compounded with a comms outage). The drill reveals two operators can't hit the sequence's time bar — a competence threshold — and that the backup nitrogen supply gauge was, in reality, isolated: a readiness gap. The gaps surface in a drill on a Tuesday rather than during an actual excursion, and training plus a valve fix follow before the response is trusted.
How it works¶
The mechanism is safe repetition against varied simulated cases. It draws scenarios from a maintained library (including the nasty compound cases a single event would never rehearse), measures whether performers clear the competence bar, and confirms the resources the response assumes are actually present and reachable under load. The simulation is the whole point: it lets the response be tested, and fail, without a real event's consequences.
Tuning parameters¶
- Fidelity — tabletop discussion versus full live enactment. Higher fidelity surfaces more real gaps but costs more and disrupts operations.
- Scenario difficulty and variety — routine reps versus compound worst-cases. Harder scenarios build robustness but can demoralize if run before the basics are solid.
- Frequency — how often to drill against skill and readiness decay. Too rare and proficiency lapses; too frequent and it steals productive time.
- Surprise — announced versus no-notice. No-notice drills test true readiness but are disruptive and can erode trust if overused.
When it helps, and when it misleads¶
Its strength is converting a documented response into an executable one and finding readiness and competence gaps on small stakes — the tabletop exercise is a standard way to pressure-test a plan before reality does[1]. Its failure mode is that drills can teach the wrong thing: rehearsing one stylized scenario so often that crews pattern-match to it and freeze on the real, off-script event. And a drill that is really theater — scripted, with no possible fail state — certifies confidence without competence. The classic misuse is running the drill to pass an audit, with the outcome guaranteed in advance. The discipline is to vary the scenarios, let the drill genuinely fail, and feed its findings back into enablement.
How it implements the components¶
scenario_library— the maintained set of simulated cases, including compound worst-cases, the drill runs against.competence_threshold— the performance bar the drill measures each performer against.resource_readiness_check— confirms, under simulated load, that the tools, materials, and access the response assumes are actually present.
It does not keep the standing record of who is competent between drills — that is Competency Matrix Update — and it does not test the response against real stakes; that is Controlled Pilot.
