Coverage-Decay Trigger and Release Gate

Decision policy — instantiates Adaptive Barrier-Circumvention Response

Turns evidence of coverage decay into a pre-authorized, owned response — escalate, contain, renew, or roll back — bounded by a hard floor on the protection that must never drop.

The dashboard raises a decay flag; without this, that flag sits in a meeting. A Coverage-Decay Trigger and Release Gate pre-commits, in advance, which evidence thresholds authorize which action, who owns each, and — critically — a non-negotiable floor of immediate protection that the response may never breach. Its defining idea is to convert an open-ended "should we do something?" into a governed gate: a named owner, a timeline, a residual-risk statement, and a rule that the trigger closes only after revalidation — not after the alarm quiets or the pressure to move on subsides.

Example

A bank's fraud team watches a coverage-decay indicator on a card-present fraud pattern. Rather than re-litigate each time it moves, they have pre-set the gate. At a moderate, sustained decay: escalate and prepare a challenger rule (owner: fraud lead; two weeks). At a severe level: authorize a constrained tightening on the affected segment — but bounded by a hard floor that the legitimate-customer decline rate may not exceed a set ceiling, with a named owner accountable for that residual risk. When the indicator crosses the severe line, the pre-authorized containment fires within hours instead of waiting for a committee, and the trigger stays open until revalidation shows population-weighted protection restored — not until the noise dies down. The floor is what stops "respond faster" from quietly becoming "block more honest customers."

How it works

Its distinguishing role is to be the decision policy — neither the sensor nor the fix. It sets evidence, uncertainty, subgroup, and severity thresholds; binds each threshold to a specific authorized action and owner; enforces a hard protection floor and a residual-risk statement on every action; and refuses to close the trigger on anything but revalidation or a documented acceptance of residual risk. It consumes the decay signal and dispatches to the renewal, rotation, or rollback mechanisms — it does not perform them itself.

Tuning parameters

  • Threshold set — how much decay, sustained for how long, authorizes each tier. Separating the trigger level from the release level keeps the gate from oscillating around a single line.
  • Authorized-action ladder — how strong an action each tier pre-approves; more pre-authorization means faster response but less case-by-case judgment at the moment.
  • Protection floor — the hard invariant the response may never cross (a cap on withheld protection, on false declines, on excluded groups); non-negotiable in safety-critical use.
  • Ownership and residual-risk requirement — how much named accountability each authorized action must carry before it fires.
  • Close condition — revalidation evidence versus elapsed time versus documented risk acceptance.

When it helps, and when it misleads

Its strength is making response both fast and bounded: pre-authorization removes the committee delay, while the floor and the residual-risk statement keep speed from trampling rights or safe continuity. Its failure modes are thresholds set so tight they flap (alarm fatigue) or so loose they fire late. Its classic misuse is quietly relaxing the protection floor under pressure so the gate rubber-stamps a decision already made — or closing the trigger when the noise stops rather than when protection is genuinely restored.[1] The discipline that keeps it honest is to fix the floor in advance and close only on revalidation.

How it implements the components

It fills the decision-and-authorization side of the archetype's machinery — the components that convert a decay signal into a bounded, owned action:

  • escape_amplification_containment_boundary — the "constrain and hold" tier: a pre-authorized, proportionate, time-bounded containment fired while evidence is gathered and replacement protection is prepared.
  • equity_safety_and_legitimacy_guardrail — the hard protection floor, the named ownership, and the residual-risk accountability that bound every authorized action so the response cannot itself become the harm.

It does NOT generate the decay signal it fires on (Variant-Composition Surveillance Dashboard), execute the actual safe switch-over it authorizes (Safe Transition and Rollback Drill), or set the standing rotation rule (Conditional Control-Rotation Protocol).

Notes

The floor is what separates this gate from an escalation that can be argued away. In safety-critical use the immediate-protection floor is a hard invariant: the gate may authorize changing controls, but never dropping below the floor while changing them. An expedited path that skips the queue still cannot skip the floor — it only shifts who owns the residual risk.
