Allocation worksheet — instantiates Sequential Local Superiority
Apportions force across fronts — minimum-safe coverage on the non-decisive, concentration on the decisive, a named reserve held back — as one explicit ledger.
Concentrating at the decisive segment is only half an allocation decision; the other half is deciding how little every other front can safely receive so the concentration is real. Economy of Force Allocation Sheet is the ledger that makes both halves explicit at once. Every front is a line; every line carries an allocation and a justification; the sums must balance against the total capacity available. Its defining discipline is that "minimum-safe coverage" is written down as a specific number with a stated invariant it protects — not left as a vague "we'll thin that out." It is a static apportionment artifact: it says where force sits right now and why, and it reserves a named buffer against surprise. It does not decide when to release that reserve — the release is a separate, triggered act.
Example¶
An incident commander at a wildland fire complex has seven active fires and crews for maybe four of them at full strength. The allocation sheet lays all seven out. The decisive line — a fire threatening a town — gets three hotshot crews and two engines, concentrated. Four low-threat fires in wilderness get "monitor only, one lookout each," with the protected invariant written beside them: no structures, no egress routes at risk. Two moderate fires get holding crews sized to prevent spread, not to suppress. And one crew plus two engines are drawn a line of their own: reserve — uncommitted, held against a wind shift.[1] The sheet's value is that the thin coverage on the wilderness fires is now a deliberate, defended choice with a stated safety floor, not an accident of attention — and if a supervisor wants more there, they must argue against the concentration and the reserve on the same page.
How it works¶
- One line per front, coverage plus rationale. Each front records its allocation and the specific reason: decisive concentration, minimum-safe holding, or monitored deferral.
- Name the protected invariant on every thinned line. A minimum-safe allocation is only legitimate if it states what it still guarantees — the floor below which "economy" becomes "neglect."
- Ring-fence a reserve as its own line. A portion of capacity is allocated to nothing — explicitly uncommitted — so surprise has an answer that is not robbing the decisive segment.
- Balance the ledger. Concentration plus holdings plus reserve equals total capacity; the arithmetic forces the tradeoffs into the open rather than letting them hide in optimism.
Tuning parameters¶
- Concentration depth — how heavily the decisive front is weighted. Deeper concentration wins faster but leaves thinner floors elsewhere; the invariants are what keep "thinner" from becoming "unsafe."
- Reserve fraction — how much is held uncommitted. A larger reserve buys resilience against surprise but starves the decisive effort; too small and the first shock forces a raid on the main front.
- Minimum-safe floor — how conservatively the holding lines are set. Higher floors are safer but leave less to concentrate.
- Re-balance trigger sensitivity — how large a change on any front forces the sheet to be redrawn.
When it helps, and when it misleads¶
Its strength is turning "focus here" into an accountable distribution with defended floors, which is what stops economy of force from being a euphemism for abandoning fronts that mattered. The reserve line is its second gift: it prevents the common failure where the only slack in the system is stolen from the decisive segment the moment anything goes wrong.
Its failure mode is that a balanced sheet can quietly under-set the floors: the minimum-safe number is exactly the figure under most pressure to shrink when the decisive front is hungry, and a front thinned below its true invariant fails silently until it fails loudly. The classic misuse is treating economy of force as license to neglect a critical dependency or a vulnerable stakeholder because it sits on a non-decisive line — the archetype's signature ethical trap. The guarding discipline is that no floor is set by the same person championing the concentration, and every thinned line's invariant is auditable, not aspirational.
How it implements the components¶

It does not implement local_superiority_threshold — whether the concentrated line actually clears the decisive segment's bar is read live by Local Overmatch Ratio Dashboard, not by this static sheet. Nor does it implement isolation_and_scope_boundary, which Scope Control Order fills; the sheet apportions force, but it does not draw the in/out line of the engagement itself.
