Reserve Release Trigger¶
Commitment rule — instantiates Sequential Local Superiority
A pre-committed rule that releases held-back reserve capacity the moment a segment's local overmatch slips below its safety margin.
A reserve that no one dares commit until the danger is obvious is a reserve committed too late. Reserve Release Trigger is the pre-agreed rule that decides, in advance and on stated evidence, exactly when the held-back buffer gets thrown into the decisive segment — and how much. Its defining move is that the release condition is written before the pressure hits, tied to a measured overmatch margin, so committing the reserve is an executed rule rather than a nerve-testing improvisation in the moment. It is an actuator that adds force: it doubles down on a wavering local fight to restore superiority. It is not a brake and not a stop — it makes the current segment stronger, not smaller, and it fires to win faster, not to withdraw.
Example¶
A hospital runs a small float pool of cross-trained nurses as its reserve during a bad respiratory season, holding them back rather than pre-spreading them across every unit. The decisive segment is the emergency department, where a surge could break local capacity. The reserve release trigger is set before any shift: if ED's staffed-to-required ratio falls below 1.1 for two consecutive hours, or projected arrivals exceed the safe-boarding line, release two float nurses to ED immediately; a third if the ratio hits 1.0.[n1] When a multi-vehicle crash pushes the ED's overmatch ratio to 1.05 at 2 a.m., the charge nurse does not convene a discussion — the condition is met, so the float nurses move on the rule. The trigger's whole value is that the commitment decision was made when heads were cool.
How it works¶
- Pre-write the release condition against a measured margin. The trigger binds to a specific overmatch reading — a ratio floor, a projection line — not to a subjective sense of trouble.
- Specify quantity and staging. It states how much reserve releases at each threshold, so the buffer is metered in rather than dumped in one panic.
- Assign an executor and remove discretion at the moment. A named role executes the release when the condition trips; deliberation happened at design time, not under fire.
- Define replenishment. The rule says how and when the reserve is rebuilt after a release, so the buffer is not silently spent to zero.
Tuning parameters¶
- Trigger threshold — how eroded overmatch must get before release. A high (early) threshold protects the segment but spends the reserve readily; a low one hoards the buffer but risks committing it too late to matter.
- Release increment — how much fires per trip. Large increments restore superiority fast but can empty the reserve on a false alarm; small increments are frugal but may dribble in behind the need.
- Hysteresis — how far conditions must recover before a released reserve can be pulled back. Loose settings thrash capacity; tight ones leave the reserve committed longer than necessary.
- Replenishment aggressiveness — how quickly the buffer is rebuilt after a release, trading current reinforcement against future resilience.
When it helps, and when it misleads¶
Its strength is that it defeats the two classic reserve failures at once: committing too late because no one wanted to make the call, and never committing at all because the reserve became a comfort blanket. By binding release to a measured margin decided in advance, it turns the buffer into responsive strength.
Its failure mode is a trigger tuned to fire too easily, which converts a strategic reserve into just more front-line capacity spent on the first tremor — leaving nothing for the real emergency. Trigger-happy release also trains the system to lean on the buffer, so the "reserve" becomes load-bearing and the next surprise has no answer. The classic misuse is repeatedly overriding the threshold downward in the heat of the moment until the reserve is chronically depleted. The guarding discipline is a pre-committed threshold that requires an explicit, logged exception to lower mid-event, plus a replenishment rule that treats a spent reserve as a condition to fix, not a new normal.

It does not implement ethical_legal_and_collateral_boundary — halting and unwinding the sequence when harm exceeds justification is Safe-Stop and De-escalation Trigger's job, its nearest twin; this trigger adds force to keep winning, the safe-stop removes it to stop. And though the buffer originates on Economy of Force Allocation Sheet, this mechanism does not implement economy_of_force_boundary: the sheet sizes and holds the reserve, this trigger only releases it.
