Safe-Stop and De-escalation Trigger¶
Safety-stop rule — instantiates Sequential Local Superiority
A pre-set rule that halts and unwinds the sequence when ethical, legal, or collateral harm rises past the justification for continuing.
The pattern's greatest danger is not losing — it is winning past the point where the sequence should have stopped. Safe-Stop and De-escalation Trigger is the circuit-breaker built for exactly that: a rule, set in advance, that halts and reverses concentration the moment ethical, legal, or collateral harm crosses a stated line, regardless of how well the campaign is otherwise going. Its defining move is that it fires on harm-to-others and proportionality, not on effectiveness — it can stop a sequence that is succeeding. It is a brake and an unwinder: it removes pressure, opens de-escalation and repair paths, and reverses isolation. It is not a monitor that merely watches, and it is not a reinforcement rule that adds force; it exists to take force away when continuing can no longer be justified.
Example¶
A financial regulator runs an enforcement sweep against a cluster of small firms suspected of a mis-selling practice, resolving them in sequence rather than all at once. Effective — but the safe-stop trigger is set before the first action, watching a different axis than success: proportionality and collateral harm.[n1] Its stated conditions include if the same evidentiary standard is being applied unequally across firms, if a targeted firm's failure would strand customers with no remediation path, and if the sweep is pushing compliant small businesses toward collapse faster than any harm it prevents. Mid-campaign, hardship data shows the audits are driving several compliant firms under and stranding their customers — collateral harm outrunning the wrongdoing being corrected. The trigger fires: the regulator pauses the sweep, opens a remediation-and-appeals window, and de-escalates from enforcement to guided compliance. The sequence was working; the trigger stopped it anyway, because the harm line, not the win, is what it watches.
How it works¶
- Pre-declare harm conditions, separate from success conditions. The stop criteria name ethical, legal, and collateral thresholds explicitly, so a stop can occur while the campaign is "winning."
- Watch escalation and collateral signals. The trigger monitors the harm axis — disproportion, rights impact, spillover onto uninvolved parties, radicalization of remaining actors — as its firing input.
- Halt, then actively de-escalate. Firing does not just pause; it opens de-escalation, appeal, and repair pathways and reverses the isolation that was applied.
- Require an explicit, logged restart. The sequence cannot silently resume; restarting demands a recorded justification that the harm condition is resolved.
Tuning parameters¶
- Harm threshold — how much collateral or ethical cost triggers the stop. A low threshold is protective but can halt legitimate action on noise; a high one risks stopping only after real damage.
- De-escalation depth — how far the trigger unwinds: pause, partial rollback, or full reversal with repair. Deeper unwinding is safer but costlier and harder to restart from.
- Restart friction — how much justification a resume requires. High friction prevents casual overrides but can freeze a sequence that should legitimately continue.
- Independence of the trigger owner — whether the stop authority sits outside the team invested in continuing; the more independent, the more real the brake.
When it helps, and when it misleads¶
Its strength is that it is the archetype's conscience made mechanical: a stop that can override momentum, wired to harm rather than to victory, with de-escalation and repair built into the firing action. It is the direct guard against the pattern's most serious failure — becoming a language for pressuring segments long after the ethical or legal justification has run out.
Its failure mode is the trigger that exists on paper but is never allowed to fire: harm conditions written vaguely enough to always be arguable, or a restart process so easy that every stop is instantly overridden by the people winning. A safe-stop that cannot actually stop a successful campaign is decorative. The classic misuse is letting the sequence's owners hold the stop authority, so the brake is only ever pulled when they already wanted to quit. The guarding discipline is that harm conditions are concrete and pre-committed, the stop authority is independent of the campaign, and each override is logged and reviewable.
How it implements the components¶
ethical_legal_and_collateral_boundary— the trigger is that boundary given teeth: the pre-set harm line whose breach halts and reverses the sequence irrespective of success.recombination_and_escalation_monitor— it watches the escalation-and-collateral signals as its firing input, reading the harm axis in real time.
It does not implement reserve_capacity_buffer or the reinforcement decision — adding force to a wavering segment is Reserve Release Trigger's job, its nearest twin; that trigger commits reserve to win harder, this one removes force to stop. And though it shares the escalation signal with Recombination Risk Register, it does not implement recombination_window_model: the register estimates time-to-recombination, this trigger acts on the harm threshold.
