Workflow — instantiates Horizon Scanning System
Runs external-change scanning as a fixed, repeating cycle — bounded domains swept on a set rhythm and handed into the planning calendar — so watching stays continuous instead of collapsing into occasional bursts.
Environmental Scanning Routine is the standing workflow that makes scanning happen on schedule: the repeating cycle that binds domain-bounding, source sweeps, and hand-off into one rhythm the organization runs every period whether or not anyone feels alarmed. Its defining idea is cadence and coverage discipline — it is not a meeting, a report, or a watch on one subject, but the loop that guarantees those things recur. It fixes which external domains get looked at, fixes how often, and closes each pass only when the findings have been routed into a planning or risk forum already on the calendar. The whole point is to convert scanning from something people do when they remember into something the system does by default.
Example¶
A regional electric utility runs a quarterly environmental scanning routine. Its domain map is fixed: extreme-weather and climate exposure, state energy regulation, distributed-energy technology (rooftop solar, storage, EV charging load), transformer and material supply chains, and workforce demographics. Each quarter the cycle executes the same steps — a coordinator refreshes the domain list, assigned reviewers sweep their domain's sources over a two-week window, entries land in the shared signal store, and a review slot is pre-booked on the capital-planning committee's agenda. The cycle is not "done" until that slot is filled.
In the second quarter a reviewer's sweep of supplier roadmaps turns up lengthening transformer lead times — already 18 months and stretching. Because the routine exists, that signal does not wait for a procurement crisis to get attention: it rides the existing cadence straight into the capital-planning discussion scheduled for that quarter, while re-sequencing orders is still cheap. The routine's value is exactly this — the signal reached a decision forum on the calendar, not by luck.
How it works¶
What distinguishes the routine from its siblings is that it is the scheduling spine, not any single station on the loop:
- Fix the domain boundary and the rhythm together. The set of external domains and the period between passes are decided once and held, so coverage does not drift to whatever felt urgent last week.
- Pre-schedule the hand-off. Every cycle terminates at a standing planning or risk slot, so routing is guaranteed rather than improvised after the fact.
- Rotate reviewers against the domain map so coverage does not decay to whoever is loudest or most available.
- Close the loop explicitly — a cycle counts as complete only when its material signals are on a decision agenda.
The routine deliberately stops short of judging signals; it moves them through on time.
Tuning parameters¶
- Cycle length — quarterly, monthly, or weekly. A shorter cycle catches acceleration but taxes attention; a longer one conserves effort but can miss a changing trajectory.
- Domain breadth — how many domains each pass sweeps. More domains reduce blind spots but dilute the depth any one gets.
- Reviewer rotation — fixed domain owners versus rotating assignment. Rotation fights familiarity blindness and fatigue but pays a ramp-up cost each time.
- Hand-off firmness — an advisory note versus a booked, mandatory agenda slot. A firmer planning link guarantees routing but consumes scarce planning time each cycle.
When it helps, and when it misleads¶
Its strength is that it defeats episodic scanning — the sporadic burst that fires after a surprise and then lapses. By making watching a maintained habit with a guaranteed exit into planning, it produces the trajectories a one-off scan cannot. The idea traces to Francis Aguilar, who framed scanning of the external environment as an ongoing activity rather than a one-time study.[1]
Its failure mode is ritual compliance: the cycle runs, the boxes are ticked, and nothing ever changes — trend-report theater elevated to a process. A classic misuse is setting the cadence by convenience rather than by the domain's pace, so a fast-moving domain is swept too slowly to see acceleration, or a slow one is swept so often it only generates fatigue. The guarding discipline is to judge the routine by whether a cycle ever actually changed a plan, not by whether it ran on time — a routine that has never moved a decision is a routine watching nothing that matters.
