A recurring cross-functional meeting where captured signals are interpreted together, filtered from noise, and dispositioned — escalated, deferred, or retired — so scattered observations become one shared, owned picture.
Scanning Review Forum is the recurring meeting where captured signals are made sense of together. Its defining act is disposition by deliberation: a cross-functional group reads what each signal might mean, sorts the strategically relevant from curiosities and noise, and decides which cross the bar to escalate, which to keep watching, and which to retire. It is where signals are judged, not where they are collected, scheduled, or written up. A signal that only lives in one analyst's head stays an anecdote; the forum's whole reason to exist is to combine many people's fragments and doubts into a single shared reading with an owner attached to each disposition.
Example¶
A consumer-goods company that makes household cleaning products holds a 90-minute scanning review forum every month. Around the table: brand, R&D, sustainability, supply chain, legal, and consumer insights. Analysts arrive with about fifteen logged signals — a refill-packaging startup gaining shelf space, a leaked draft of an EU packaging-waste rule, a surge of DIY-cleaning recipes on social video, a major retailer expanding its private label. The forum works through them out loud: which challenges a live assumption (that plastic bottles are fine for another five years)? which is a one-week fad? The group filters the DIY trend down to "watch," escalates the packaging-rule draft to the enterprise risk committee, and retires two curiosities with a noted reason.
The value shows up in the contrast. Those same fifteen signals, read by fifteen individuals in isolation, would have stayed private impressions. The forum turned them into a dispositioned, owned picture — three watched, one escalated, two retired — that the rest of the organization can act on and revisit.
How it works¶
What distinguishes the forum is that interpretation and disposition happen live and collectively, using multiple functions' vantage points at once:
- Interpret out loud, cross-functionally. Each signal gets the "what might this mean / what assumption does it challenge / what decision could it touch" treatment, with different functions seeing different implications.
- Apply an explicit relevance test. Separate strategically relevant signals from curiosities, noise, and already-known trends — and retire and defer explicitly, with the reason recorded so a slow-burner can resurface.
- Run each signal against the escalation bar. Which clear the plausibility-by-impact-by-proximity threshold to move onto a decision agenda, versus stay in passive watching.
- Attach a disposition and an owner to every signal before it leaves the room.
Tuning parameters¶
- Attendee breadth — how many functions sit at the table. More angles interpret richer, but the meeting gets slower and harder to schedule.
- Time-box per signal — a fixed few minutes each forces triage; open-ended discussion allows depth but shrinks how many signals get seen.
- Escalation-bar height — how strong a case a signal needs to be escalated. A low bar catches more but breeds alarm fatigue; a high bar protects attention but risks late surprise.
- Retire discipline — how aggressively curiosities are killed. Aggressive retiring keeps the forum sharp but can drop the faint, slow-moving signals that matter most.
When it helps, and when it misleads¶
Its strength is that collective interpretation beats a lone analyst: more functions catch more implications, and shared disposition means the whole organization is reasoning from one picture rather than several private ones. It is the step that turns a pile of captured signals into decisions about what to do with them.
Its central failure mode is groupthink — a cohesive forum converging on the dominant reading and escalating only what fits the current strategy, quietly burying inconvenient signals.[n1] Left unchecked, that becomes confirmation scanning: the meeting rehearses what leadership already believes. A subtler misuse is letting the forum decay into a status update where signals are noted but never dispositioned. The guarding discipline is to rotate a designated dissent role that argues for the inconvenient reading, and to keep a visible record of what was deferred or retired and why, so retired signals can be re-opened when the trajectory turns.
How it implements the components¶
Scanning Review Forum fills the sensemaking-and-disposition subset of the archetype's machinery — the parts a live review ritual performs:

The routine schedules the meeting; the forum decides what happens inside it.
