Information Flow Change¶
Information intervention — instantiates Leverage Point Intervention
Changes who sees which signal, when, and in what form, so decisions across the system shift without commanding any of them directly.
Many systems misbehave not because actors lack good intentions or good rules but because they cannot see what they need to see in time to act well. Information Flow Change intervenes on the pathways that carry signals: it changes who receives a piece of information, when they receive it, and in what form — surfacing a signal that was missing, routing it to the person who can act, or delivering it early enough to matter. Its defining idea is that it changes behavior by changing visibility, not by changing rules, payoffs, or loop structure: no one is commanded, rewarded, or re-wired; they simply now see something they couldn't before, and decide differently on their own. Restoring a missing feedback signal is often disproportionately powerful precisely because a system starved of information cannot regulate itself, no matter how motivated its actors are.
Example¶
A large school district loses hundreds of ninth-graders every year to eventual dropout, and by the time anyone acts — a failing report card, a counselor meeting in spring — the student is already far gone. The information exists (attendance, course failures) but it flows too slowly and to the wrong people: it lands as a semester grade in an administrator's spreadsheet, months after the student first started slipping.
The intervention changes the flow, not the rules or the staffing. The district builds an early-warning indicator that combines attendance and course performance into a simple on-track/off-track flag, refreshed every few weeks, and routes it directly to the teacher and counselor who see the student daily — while the signal is still actionable. Nothing compels anyone to intervene; the flag just makes the at-risk student visible early, and the people who already wanted to help now know whom to help and when. Across schools that adopt this kind of timely, routed indicator, more freshmen stay on track — an effect the district attributes to the earlier, better-placed signal rather than to any new mandate.[n1] The team monitors whether the flag actually changes behavior, or is merely watched, so a dashboard that is admired but unused gets caught rather than credited.
How it works¶
- Map the signal pathway. Find where relevant information originates, who currently sees it, and where it arrives too late, in the wrong hands, or not at all.
- State why better visibility changes decisions. Name which decision improves once the signal reaches the right actor at the right time — the leverage hypothesis of an information change is always "this decision was starved."
- Reroute, re-time, or reframe the signal. Deliver it earlier, to the actor who can act, in a form they can read, without changing what anyone is required or rewarded to do.
- Monitor whether the signal moves behavior. Track not just that the information is now visible but that decisions actually changed, so a merely-admired dashboard is distinguished from a used one.
Tuning parameters¶
- Latency — how quickly the signal reaches the decider. Faster is usually higher-leverage but costs instrumentation and can raise noise and false alarms.
- Recipient targeting — who receives it. Routing to the actor who can act is the whole point; broadcasting to everyone dilutes the signal and diffuses responsibility.
- Granularity and framing — raw data, an index, or a red/green flag. Coarser framing drives action faster but hides nuance and can mislead; finer data informs but overwhelms.
- Transparency scope — how widely the signal is shared. Wider visibility can create accountability pressure, but can also invite gaming of the now-visible metric.
When it helps, and when it misleads¶
Its strength is that it moves a whole system's decisions with a light touch — no mandate, no payoff, no restructuring — by giving actors who already want to do well the sight to do it. Missing or delayed information is one of the most common and most fixable causes of system malfunction, so restoring a feedback signal often buys large behavior change cheaply.
Its failure mode is that visibility is not action: a signal can be delivered perfectly and still change nothing if the recipient can't or won't act, and a metric made visible becomes a target that invites gaming and distortion of the very number now on display. The classic misuse is the dashboard theater — instrumenting a flashy signal that is watched but never wired to any decision, mistaking measurement for management. The guarding discipline is to route the signal to an actor who can actually act, and to monitor whether decisions moved, treating an unused signal or a suspiciously optimized metric as a failure of the flow rather than a success of the display.

It does not alter a loop's gain, delay, or polarity, nor design that change — intervention_point at a feedback loop and bounded_intervention_design of a loop's coupling belong to its nearest twin Feedback Loop Rewiring; an information-flow change alters who sees a signal without touching the causal loop, while a loop rewiring alters the coupling itself.
