Inject Deck¶
Stimulus artifact — instantiates Adaptive Opponent Rehearsal
A pre-authored set of scripted events, messages, and complications released on cue during an exercise, so the plan meets new information and pressure it can't rehearse around.
The Inject Deck is not an exercise but an artifact that feeds one: a prepared, ordered set of "injects" — a breaking-news bulletin, a resource loss, a rumor, a demand from a superior — that a controller drops into a running rehearsal on a timeline or a trigger. Its defining move is that it supplies the exercise's new information over time, deliberately timed to arrive when it is most awkward, so participants must re-orient under pressure rather than execute a plan they've already smoothed. It is the component that keeps a rehearsal from becoming a scripted walk-through; the deck is authored in advance precisely so the surprise is designed rather than improvised, and so the same scenario can be replayed identically for comparison.
Example¶
A regional hospital is running a mass-casualty drill for a chemical spill at a nearby plant. Without an inject deck, the exercise risks becoming a smooth recitation of the emergency plan. So the exercise controller works from a deck of timed injects. At T+0, an inject announces 40 incoming casualties. At T+18 minutes, when the team has settled into triage, an inject reports that the decontamination tent's water supply has failed — a complication the plan assumed away. At T+35, an inject delivers a call from a local TV crew already broadcasting from the ambulance bay, forcing the incident commander to split attention to communications. At T+50, a "second wave" inject reveals eight of the casualties are hospital staff, thinning the responding team itself.
Each inject lands on a cue the controller controls, and each is designed to hit a specific assumption: that decon capacity holds, that the team can ignore media, that staffing stays constant. The deck's timing is the exercise's teeth — the water-supply failure at minute 18 reveals that the surge plan has no fallback for decon, a gap a static tabletop would never have surfaced because nobody would have volunteered the failure. Afterward the deck is filed unchanged so the same drill can be re-run for a different shift and scored against the same shocks.
How it works¶
- Author injects to assumptions, not to plot. Each card is built to stress a specific thing the plan is leaning on, phrased as a concrete event a participant would actually receive.
- Sequence by timeline and trigger. Order the deck so injects land at the moment of maximum awkwardness, some on the clock and some fired only if the exercise reaches a state.
- Hold delivery with a controller. A neutral controller, not the players, releases each inject and logs when and why, keeping the deck's pacing separate from the play.
- Constrain what injects may do. Bound the deck so injects add information and pressure but never silently rewrite the rules of play or hand the opponent an impossible capability.
Tuning parameters¶
- Inject density — a sparse deck versus a relentless one. Dense decks expose coordination and overload failures but can drown careful judgment; sparse decks preserve deliberation but may under-test.
- Timeline vs. trigger mix — how many injects fire on the clock versus on a game state. Clock-based injects keep pace and comparability; trigger-based injects stay relevant but make replays diverge.
- Adversarial content — how much of the deck represents an opponent's move versus neutral circumstance. Heavier adversarial content makes the deck an opponent proxy; neutral content tests robustness to plain chaos.
- Scriptedness — a fixed deck versus one the controller may improvise from. Fixed decks are repeatable and fair; improvised ones adapt to the room but sacrifice comparability.
When it helps, and when it misleads¶
Its strength is that it is portable and repeatable: a good deck turns any facilitated exercise into one that tests re-orientation under pressure, and because it is authored once and filed, it lets the same scenario be run across shifts, teams, or years and compared on identical shocks — the discipline a master list of scenario events brings to a formal exercise.[n1]
Its failure mode is that a deck is pre-scripted, and a scripted future is not an adaptive one: if the injects fire on a fixed timeline regardless of what players do, the deck can railroad the exercise past the very decisions it should test, punishing good moves and rewarding bad ones because the script demanded a complication anyway. The classic misuse is the deck written for drama — injects chosen to look impressive rather than to probe real assumptions — which turns the rehearsal into theater. The guarding discipline is to tie each inject to a named assumption it tests, to make the hardest injects trigger-based so they stay responsive to play, and to let the controller hold or reorder a card when the script would override a genuine decision.

The deck supplies no adaptive_opponent_model that observes and chooses in real time — a card is pre-written, not reactive — that live agency lives in Cyber Range or Simulated Adversary Exercise, which consumes this deck; nor does it own the adjudication_and_evidence_standard that settles whether a response worked, which is Matrix Game.

An inject deck is a dependency, not a standalone rehearsal: it has no players, no opponent, and no verdict of its own. It is authored to be consumed by a tabletop, a cyber range, or a decision workshop, which is why it appears in several siblings' "Consumes" line rather than standing alone.
