Planning process — instantiates Whole-System Alignment
Reconciles separate budgets, schedules, and dependencies into one end-to-end plan owned across the parts.
An Integrated Planning Process is a recurring cycle that reconciles the separate plans of interdependent functions — demand, supply, finance, procurement — into one feasible, resource-balanced plan owned end-to-end, rather than stapling local plans together and hoping they fit. Its defining move is producing a single reconciled commitment of resources and timing across parts, with a named owner accountable for the whole plan's feasibility. The coordination it performs is about money, capacity, and schedule: it converts several optimistic local plans into one plan the parts can actually deliver simultaneously. It surfaces the trade-offs this reconciliation forces, but it does not itself hold standing authority to adjudicate them or to change what any function is rewarded for.
Example¶
A beverage company is heading into summer. Sales, chasing its own volume target, forecasts a large promotional push on a flagship drink. Production, optimizing its own line efficiency, has planned a smooth run of the standard mix. Procurement, hitting its own cost target, has bought sweetener and cans to the baseline forecast. Each plan is locally excellent; together they guarantee a mid-July stockout of the very product being promoted.
The monthly integrated planning cycle convenes demand, supply, and finance to build one number. The sales forecast is crosswalked against real line capacity and available cash: the promo as scoped needs co-packer capacity the plants don't have and working capital finance hasn't freed. The plan is reconciled — the promotion is resized to what capacity and cash can actually support, with a fallback SKU swap if a co-packer slot opens. A planning lead owns the resulting single plan end-to-end and is accountable when service level, inventory, and cash are reviewed. Everyone now commits to one plan instead of three that silently conflict.
How it works¶
- Gather the local plans. Pull each function's plan — forecast, production schedule, purchasing, budget — as separate inputs on a fixed cadence.
- Crosswalk to shared feasibility. Map every local plan onto the shared constraints (capacity, cash, service level) so infeasibilities and cost transfers become explicit rather than emerging as surprises downstream.
- Reconcile to one number. Balance the conflicts into a single plan that all parts can execute together, resizing whatever cannot be resourced, under a "one number" discipline.
- Assign end-to-end ownership. Give the integrated plan a single accountable owner, so no part can quietly optimize back out of the reconciliation.
What distinguishes it is that it produces a plan — a reconciled resource-and-schedule commitment — rather than a metric, a shared goal, or a standing authority body.
Tuning parameters¶
- Cycle cadence — monthly is standard; faster cycles track a volatile market but tax the organization, slower ones drift out of date between runs.
- Planning horizon — a longer horizon catches slow-building conflicts but rests on shakier forecasts; a short horizon is accurate but blind to lead-time traps.
- Constraint tightness — how hard the plan respects real capacity and cash. Honest constraints yield a feasible plan; soft ones yield a wish list.
- Aggregation level — planning at product-family level is tractable but hides SKU-level infeasibility; at SKU level it is precise but heavy.
- Escalation threshold — how large a conflict must be before it is bumped to a decision-making body rather than absorbed in the plan. Set low, it clogs leadership; set high, real trade-offs get quietly buried.
When it helps, and when it misleads¶
Its strength is turning several conflicting local plans into one the whole system can actually execute, exposing the capacity and cash collisions that otherwise surface as stockouts and firefighting. Done well it is the disciplined "one number" heartbeat that keeps interdependent functions from planning past each other.[1]
Its failure mode is degenerating into a number-negotiation: a plan that is really just the local plans re-stapled, with each function sandbagging its inputs so its own targets look safe, producing the familiar hockey-stick forecast nobody believes. The classic misuse is treating the cycle as a reporting ritual rather than a reconciliation, so infeasibilities are noted but never resolved. The guarding discipline is genuine constraint honesty and a single accountable owner — without an owner the "integrated" plan quietly disintegrates back into silos between cycles.

It surfaces trade-offs but holds no standing authority to adjudicate them or rewrite incentives (tradeoff_resolution_rule, incentive_alignment_rule) — that authority is the Cross-Silo Governance Forum; and it reconciles an organization's near-term resources, not the long-horizon cross-boundary externalities (externality_scan) an Ecological Management Plan governs.
