Launch-or-Hold Gate¶
Procedure — instantiates Kairotic Window Alignment
Applies explicit criteria for launching, pausing, delaying, or aborting an action when the receiver state is not yet, no longer, or ambiguously receptive.
A launch-or-hold gate is the decision checkpoint that converts timing evidence into an authorized verb — launch, pause, delay, or abort — for a specific prepared action, resolving who may act and under what conditions when receptivity is not-yet, no-longer, or ambiguously open. Its defining idea is that the scarce thing at the threshold is not information but authorized commitment: the gate is where a named authority binds signal strength, action fit, reversibility, and legitimacy into a single go decision. It does not gather the cues and it does not prepare the receiver beforehand; it stands at the moment and rules on one question — "act now, or hold?"
Example¶
An incident commander watches a wind-driven wildfire approach a canyon town. A pre-mapped evacuation order is ready to push to phones, road signs, and door-knock teams. The gate is the moment the commander applies explicit criteria: is the fit right — a full mandatory evacuation, or a lighter "get set" warning? Does launch authority rest with the commander or the county sheriff? Is the window still open — are the roads passable? Is the order legitimate and proportionate — because ordering people onto a road the fire will cross is worse than sheltering them. The criteria resolve: winds have shifted and one egress road is now the fire's path → hold the mandatory evacuation, launch a shelter-in-place instruction instead, and delegate abort authority to the division supervisor if the second road closes. The gate turned a pile of cues into an authorized, proportionate verb — and its most valuable output here was the hold, not a launch.
How it works¶
- Binds a verb, not a value. The output is launch / hold / delay / abort, each with a named owner.
- Combines four axes — signal strength, action–window fit, reversibility, and legitimacy — so no single cue forces the call.
- Assigns authority explicitly — who may launch, who may override, who may abort — so a brief window is neither wasted (no one empowered) nor abused (everyone empowered).
- Is re-entrant. The gate can be re-run as evidence changes; a hold is not a permanent no.
Tuning parameters¶
- Evidence threshold to launch — how strong the opening signal must be; a high threshold avoids premature launch but risks missing brief windows.
- Authority breadth — how many people can force a launch or hold; broad speeds response, narrow prevents abuse.
- Reversibility weighting — how much an irreversible (one-way) action raises the bar relative to a reversible one.
- Abort criteria — the explicit conditions that flip a launch back to a hold.
- Proportionality band — how tightly the chosen action's intensity must match the window's strength.
When it helps, and when it misleads¶
Its strength is that it prevents both premature launch (sender urgency mistaken for receiver readiness) and paralysis (no one empowered to move inside a brief window), and it forces the proportionate choice rather than a reflexive "act now."
Its failure mode cuts both ways. A gate with too high a threshold becomes a chronic hold — the commander who never orders evacuation until it is too late — while a too-eager gate cries wolf and erodes compliance with every future warning.[n1] The classic misuse is running the criteria as after-the-fact cover — "we followed the gate" — to launder a call already made on gut. The guarding discipline is to keep the criteria and the authority written and pre-agreed, log every launch/hold with the evidence behind it, and separate the gatekeeper from the action's champion so enthusiasm does not quietly set the threshold.

It does not implement lead_time_buffer, or the receiver-prep uses of receiving_system_state_model and opening_signal_set — that's Prebrief and Activation Cue, which readies the receiver ahead of the window; the gate rules *at the window, not before it.*

A "hold" is a decision, not a non-decision. The gate's most undervalued output is the authorized pause: it is the thing that blocks the prepared-action-exists-so-launch reflex, which is why the abort and hold branches deserve as much design attention as the launch branch.
