Weighs a local program against a system-wide rule against a blended portfolio, trading the bluntness of central action against the fragmentation of local action.
Faced with a problem that recurs across many units, a governing body has a recurring choice: fix it unit by unit, impose one rule for everyone, or do some of each. Local-vs-Systemic Policy Choice is the method for making that choice deliberately rather than by ideology. Its defining axis is breadth of action — not how far upstream the cause sits, but how wide the intervention should be cast. A system-wide rule coordinates every unit at once but is blunt: it ignores local variation and often fits no one perfectly. A local program fits its context but fragments: fifty good local answers can add up to an incoherent, unequal whole. The method's job is to size that trade-off for a specific problem and land on local, systemic, or an explicit blend — where the blend is a designed portfolio, not a failure to decide.
Example¶
A state education agency confronts stubbornly low early-reading scores across its districts. Three options are on the table. A systemic option — mandate one phonics curriculum statewide — would guarantee coverage and let the state train and measure uniformly, but it would override districts that already run strong programs and force one pacing onto very different classrooms. A local option — fund each district to design its own approach — would fit local conditions but almost certainly widen the gap between well-resourced and struggling districts, and make results impossible to compare.
The method compares the two on feasibility across scales: the statewide mandate is politically costly and slow to legislate but cheap to administer once passed; the local-grant route is fast to start but heavy on coordination and monitoring, with roughly a dozen districts likely to underinvest. The chosen output is a portfolio: a mandated statewide floor (a required screening assessment and a short list of vetted curricula) with local freedom above it (districts choose from the list and adapt pacing). The blend is justified because the two scales carry distinct roles — the center guarantees a minimum and comparability, the locals supply fit — not because the agency couldn't choose.
How it works¶
- Frame the breadth options explicitly. State the pure-local, pure-systemic, and blended forms of the intervention as three concrete alternatives, so the choice is between designed options rather than a slogan ("more local control") versus a slogan.
- Assess feasibility scale by scale. Score each option on political viability, administrative cost, speed, and coordination burden — the systemic option usually wins on coordination and loses on fit; the local option, the reverse.
- Design the blend, if any, as a floor-and-freedom split. Assign the center what only the center can do (guarantee a minimum, enforce comparability) and the locals what only they can do (adapt to context), so the portfolio has a division of labor.
- Justify the portfolio by distinct roles. Adopt a multi-scale answer only when each scale contributes something the other cannot; otherwise pick the single scale that dominates.
Tuning parameters¶
- Local-adaptation freedom — how much a central rule may be varied on the ground. More freedom cures bluntness but reintroduces fragmentation and unequal outcomes; less freedom coordinates but chafes against local difference.
- Floor height — in a blend, how much the center mandates versus leaves open. A high floor buys uniformity and comparability at the cost of local fit; a low floor does the reverse.
- Feasibility weighting — how heavily political cost and coordination burden count against causal merit. Overweighting feasibility yields a choosable-but-weak policy; underweighting yields an elegant policy no one can pass.
- Reversibility — whether the choice is piloted and revisable or committed at full breadth. Piloting a systemic rule in a few units first buys evidence but delays coordination benefits.
When it helps, and when it misleads¶
Its strength is turning a polarized "local control versus central standards" argument into a sized trade-off with a designed answer. It is at its best when it invokes something like the principle of subsidiarity — handle a matter at the most local scale that can competently handle it, and escalate only what genuinely requires the center.[n1] That framing keeps the default local while still allowing a clear-eyed case for central action.
Its failure mode is choosing breadth by disposition rather than by the problem. Centralizers reach for a system-wide rule even where local variation is the whole story, producing a blunt mandate that fits no one; localizers scatter funding across units even where only a coordinated rule can move the outcome, producing fragmentation and inequity. The tell for a bad blend is that it exists because the group couldn't decide, with no distinct role for each scale. The guarding discipline is to require that any multi-scale portfolio name what each scale uniquely contributes, and to weight feasibility openly rather than letting it silently veto the causally-better option.
