Cross-scale disagreements are often invisible: each group is convinced the problem lives at its scale, and the argument feels like a fight over facts when it is really a fight over which level of the system anyone is looking at. Scale-Matrix Decision Workshop is the facilitated process for making those competing scale-maps explicit and reconciling them. Its defining feature is that it is a social elicitation, not an analyst's calculation: it convenes the stakeholders, has each articulate where they think the symptom, cause, and leverage sit, and lays those views side by side on a shared matrix so the group can see that they have been talking past one another. Its output is not a scored ranking and not a committed choice — it is a shared cross-scale picture with the group's confidence in each cell made visible, which the actual decision then builds on.

Example

A city's response to street homelessness has stalled because the agencies at the table see different problems. The police describe individual behavior — public disorder, service refusal (an individual scale). Outreach nonprofits describe a services gap — too few caseworkers and shelter beds (a program scale). City planners describe a housing-supply and zoning failure (a systemic scale). Each has been advocating its own fix and blocking the others'.

The workshop convenes them and, instead of debating solutions, asks each group to place its view of the symptom, the cause, and the point of leverage onto a shared scale matrix. Laid out together, the maps reveal that no one actually disagrees about the symptom — everyone sees the same people on the same corners — but they diverge sharply on cause and leverage, and each group has high confidence in the scale it works at and low confidence about the others. The facilitator draws out where the maps are complementary rather than contradictory: individual engagement, service capacity, and housing supply describe different rungs of one structure. The product is a single agreed picture, with confidence flagged per cell, that a subsequent selection step can act on — the workshop reconciles the framings; it does not itself pick the intervention.

How it works

  • Convene the divergent stakeholders. Get the groups who see different scales into one room; the method needs the disagreement present, not averaged away in advance.
  • Elicit each group's scale-map. Have each articulate where it locates the symptom, the cause, and the leverage, in its own terms, before any debate about solutions.
  • Lay the maps on a shared matrix. Place the competing views side by side so the group sees, concretely, which cells they agree on and which they contest.
  • Reconcile toward a shared picture, flag confidence. Distinguish genuine contradiction from complementary partial views, and mark how confident the group is about each scale — surfacing where everyone is guessing.

Tuning parameters

  • Stakeholder breadth — how many distinct scale-perspectives are seated. Broader breadth surfaces more of the structure but lengthens the process and raises facilitation difficulty.
  • Facilitation directiveness — how hard the facilitator pushes toward convergence versus letting disagreement stand. More directiveness reaches a shared picture faster but risks a false consensus that masks real dissent.
  • Confidence-surfacing depth — how explicitly the group rates its certainty per scale. Deeper surfacing exposes shared ignorance honestly but can feel exposing and slow the room.
  • Convergence ambition — whether the goal is one agreed map or an honest catalogue of where views still differ. Forcing full convergence can paper over a real, decision-relevant split.

When it helps, and when it misleads

Its strength is dissolving arguments that are really scale-mismatches in disguise: once the maps are visible, groups often discover they were describing different rungs of the same ladder, not contradicting each other. It is a structured antidote to the Rashomon effect — the way sincere observers of one event produce genuinely different accounts[1] depending on their vantage. Making each vantage explicit converts talking-past into a shared object.

Its failure mode is premature or false consensus — a skilled facilitator can produce a tidy shared map that buries a real disagreement the group will re-litigate the moment action starts, or that simply ratifies the highest-status group's scale. Because the workshop surfaces framings rather than testing them, it can also lend group warmth to a shared picture that is confidently wrong. The guarding discipline is to record where the group is merely guessing (the confidence flags) rather than smoothing it over, and to treat the shared picture as an input to a scoring or selection step — not as the decision, and not as evidence that the agreed scale is correct.

How it implements the components

  • symptom_scale — elicits and reconciles where each group locates the visible harm (often the point of easiest agreement).
  • cause_scale — surfaces the competing beliefs about which scale generates the pattern and lays them side by side.
  • leverage_scale — captures each group's view of where action would bite, exposing complementary versus contradictory framings.
  • evidence_confidence_by_scale — flags how confident the group is about each scale, making shared ignorance visible.

It does not score the scales on fixed criteria (feasibility_by_scale_assessment, temporal_lag_profile) — that quantitative grid is Leverage-Point Screening Matrix's; nor does it commit the intervention_scale_choice, which the group's selection step (for example Local-vs-Systemic Policy Choice) makes afterward.
