Turns every attempt to reverse, pressure, or silently reconfigure a final decision into a dated, attributed record.
An Override Attempt Log makes silent substitution impossible to do silently. It is a maintained, tamper-evident record that captures every attempt to reverse, veto, delay, seize, or pressure a final decision — both formal directives and soft, informal leverage — and attributes each one to a named external actor, the scope that actor actually holds, and a timestamp. Its defining idea is detection without consequence: the log changes nothing about the decision and imposes no penalty of its own. It deters by visibility — sunlight — and it is the evidentiary precondition for any later remedy, converting deniable pressure into an attributed, non-repudiable fact.
Example¶
A central bank sets interest rates within its statutory mandate; it is the sovereign holder over monetary policy. The finance ministry, facing an election, has every incentive to force a rate cut. The bank keeps an Override Attempt Log. When the minister sends a letter "expecting" a cut, it is logged: date, actor, channel (formal letter), the minister's registered scope (may publicly comment, may not direct policy), classification (formal override attempt). When an aide phones to "strongly encourage" a hold, that is logged too — as soft pressure, outside registered scope. A leaked "guidance" note gets an entry. None of this alters the rate decision. But at year end the log is reported to the legislature, and the accumulated pattern of pressure becomes visible and politically costly. The attempts that were meant to work quietly no longer can.
How it works¶
- Capture every attempt, formal and soft. A written directive and an informal phone call, a funding threat and a reappointment hint, all generate entries.
- Attribute to actor and registered scope. Each entry names who acted and the scope they hold, so the record itself exposes the gap between permitted and attempted.
- Timestamp and seal. Entries are dated and held in append-only, tamper-evident, independent custody so the overrider cannot scrub them.
- Disclose on a cadence. Periodic reporting to an oversight body or the public turns the record into deterrence.
The log is pure detection: it does not reverse anything or sanction anyone — it makes the attempt legible and attributable.
Tuning parameters¶
- Capture threshold — only formal directives vs. also informal contacts. Broader capture catches soft override but risks over-logging ordinary dialogue.
- Attribution granularity — actor only vs. actor + channel + content. Richer entries aid later remedy but raise privacy and chilling concerns.
- Custody and immutability — who holds the log, and whether it is append-only. Independent, tamper-evident custody stops the overrider from editing history.
- Disclosure cadence and audience — real-time public vs. annual to a committee. More public means more deterrence but more politicization.
- Retention — how long entries persist. Longer retention supports pattern detection but raises sensitivity.
When it helps, and when it misleads¶
Its strength is that it defeats silent substitution and soft pressure by making them legible and attributable — establishing the non-repudiation[n1] that any remedy depends on. Its failure mode is that a log with no teeth is just a diary: visibility deters only actors who fear exposure, and a captured or scrubbable log is worse than none because it looks authoritative while being editable by the very party it watches. The classic misuse is logging so aggressively that it chills legitimate advice and oversight, or letting the overrider hold and curate the record. The guarding discipline is independent, append-only custody, paired with a remedy pathway so the record actually leads somewhere.

It does NOT reverse an override or sanction the actor — that corrective force is the Anti-Retaliation and Remedy Pathway, its nearest twin; the log records the breach, the pathway remedies it.
