Example

A government agency sends disability-benefits denial letters written at a college-graduate reading level, dense with statute references, and applicants routinely miss their appeal window because they cannot parse what the letter is telling them to do. A plain-language with precision review rewrites the letter to roughly an eighth-grade level: short sentences, active voice, "you" instead of "the claimant." But the precision reviewer — a benefits attorney — stops one edit cold. The draft simplified "your appeal must be filed within 60 days of the date of this notice" to "you have about two months to appeal." About two months is wrong: the deadline is exact and the reason code that must appear on the appeal was dropped entirely. The final letter is plain and still carries the exact deadline and the specific code — comprehension raised without quietly deleting the two facts the applicant most needs to act correctly.

How it works

The distinctive discipline is that plainness and precision are separately owned, and neither reviewer can unilaterally win:

  • Measure, then rewrite the prose. Start from the current reading level, then rewrite sentences — shorter, common words, one idea per sentence — against a target the recipient can actually read.[n1]
  • Precision counter-check every edit. A subject expert reviews each change specifically for lost accuracy, deleted caveats, or overstated certainty; a smoother sentence that changed the meaning is rejected, not accepted for its readability.
  • Reconcile at the boundary. Where plainness and precision genuinely conflict, the resolution is an explicit judgment about how much the recipient must know to decide — not a default to whichever reviewer pushes harder.

  • Target reading level — how far down the prose is pulled. Lower widens access but strains against technical content; the right level is the recipient's, not the lowest possible.

Its failure mode is over-simplification that crosses the agency boundary: strip a decision-relevant caveat or the real uncertainty, and the recipient is left confident and wrong, which disrespects their autonomy more than dense prose ever did. The opposite pathology is a precision reviewer so protective that the jargon creeps back and the rewrite fails at its one job. The classic misuse is chasing a readability score as the goal itself — hitting grade eight becomes the target, and the prose is contorted to pass the metric while meaning quietly degrades. The discipline that keeps it honest is the respectful-agency rule: simplify until the recipient can understand, never so far that they lose the information they need to choose.
