Protected-Margin Escalation Rule¶
Escalation rule — instantiates Assimilation Ceiling Guarding
Reserves a protected margin below the ceiling and fires a pre-agreed escalation ladder — up to a hard freeze — the moment intake eats into it.
Operating right up to a ceiling is fragile, because the last increment of warning is exactly when judgement is worst — under load, people rationalise eating the buffer "just this once." Protected-Margin Escalation Rule removes that discretion by pre-committing it. It reserves a defended margin below the assimilation ceiling and attaches a graduated ladder of responses that fire automatically as intake crosses into that margin, each tier stronger than the last, culminating in a hard freeze once the margin is exhausted. Its defining trait is that it is a rule, not a measurement or a valve: it does not sense the load or throttle the flow itself, it decides in advance what happens at each depth of encroachment, so the response is graduated and immediate rather than negotiated in the moment. That makes it the exceptional, tiered clamp-down that backs up the routine rate cap.
Example¶
A grid operator runs generation against demand, and the ceiling is available capacity. Rather than defend the very edge, the operator reserves an operating reserve — a protected margin of spare capacity — and pre-authorises an escalation ladder keyed to how far demand has eaten into it. As the margin thins: first a public conservation appeal; then interruptible industrial loads are shed under their pre-signed contracts; then a system-wide voltage reduction; and finally, if the margin is exhausted, controlled rolling blackouts — the freeze, a deliberate shedding of load to keep the whole grid from collapsing. Each tier is authorised ahead of time, so the control room executes rather than debates while frequency is sagging. The tiers and triggers are illustrative, but the shape is the point: small, pre-agreed interventions spent early, and a hard freeze held in reserve, so the system never gambles its last margin on optimism.
How it works¶
- Define tiers on the margin, not the ceiling. Set the escalation triggers by depth of encroachment into the reserve, so responses begin while there is still buffer left, not at the edge.
- Pre-authorise each response. Attach a specific, owned action to each tier in advance, so crossing a threshold executes an agreed step instead of opening a negotiation.
- Make the freeze terminal and hard to override. The top tier is a pre-committed hard stop on intake once the margin is gone, releasable only by explicit higher authority — and only after intake has fallen well back inside the margin, so the guard does not flap off at the first easing.
Tuning parameters¶
- Margin size — how much headroom is reserved; a bigger margin is safer but sacrifices usable capacity, leaving benefit on the table.
- Number and spacing of tiers — a few coarse steps or many fine ones; finer tiers act sooner but add complexity and more thresholds to maintain.
- Severity per tier — how hard each step throttles; front-loaded severity stops an overshoot fast but over-reacts to noise.
- Freeze trigger and override authority — where the hard stop sits and who, if anyone, may lift it.
- De-escalation lag — how far back inside the margin intake must fall before a tier relaxes, guarding against premature relief and oscillation.
When it helps, and when it misleads¶
Its strength is that it takes discretion out of the moment when discretion is most compromised, and it spends the minimum intervention needed by acting early and in graduated steps rather than waiting for a crisis that forces a blunt, total stop. It converts "we'll deal with it if we get close" into a rule that is already dealing with it.
Its central failure mode is normalization of deviance[n1]: after each uneventful nibble at the margin, the margin is quietly redefined a little smaller, or a tier is overridden "just this once," until the buffer that made the rule work has been eaten and the freeze is all that is left. Mis-set margins fail the other way — trigger needlessly, cry wolf, and get disabled by frustrated operators. The discipline is to make the margin and the override costly to change, to log every breach and every override and review them (feeding the Post-Inversion After-Action Review), and to treat the protected margin as a commitment rather than a suggestion.

A freeze does not make the surplus disappear — it just stops admitting it, which relocates the pressure upstream. So the top of this ladder is only safe when it is paired with somewhere for the excess to go: Surplus-Load Diversion to reroute it, or Staged Absorption Gate to admit it later in evaluated tranches.
