Protected Minimum and Accommodation Override¶
Procedure — instantiates Resource Rationing
Prevents ordinary ration ceilings or priority scores from violating rights floors, disability accommodations, essential survival minima, or non-discrimination duties.
Some access cannot be traded away no matter what the ranking says. Protected Minimum and Accommodation Override is the hard constraint that sits above the ordinary allocation and interrupts it whenever a ration ceiling or priority score would breach a non-tradable minimum — a survival threshold, a disability accommodation, or a non-discrimination duty. Its defining property is that a floor is a constraint, not a weight: it is not blended into the score to be outranked by a higher-priority claim; it overrides the ordering outright. And when the floor still cannot be met from the rationed supply, it does not fall back to denial — it forces escalation to alternative access or additional supply, because a breached rights floor is a failure to fix, not an outcome to record.
Example¶
An electric utility is running rotational curtailment during a supply shortfall — feeders are cut in rotating blocks to shed load. The ordinary ration rule is neutral: every block takes its turn in the dark. But some households depend on powered medical equipment — home ventilators, oxygen concentrators, refrigerated medication. The override designates these as a protected minimum: their essential supply is a floor the rotation cannot optimize away, so their feeder is either exempted from rotation or served by a documented accommodation (priority restoration, a delivered backup generator). Crucially, if the grid genuinely cannot hold even that floor, the procedure does not simply cut them and log a denial — it triggers an escalation for alternative access: mutual-aid generators, medical-facility relocation, or an emergency supply request. How it works¶
Its distinguishing discipline is constraint-before-optimization, with a mandated action on breach:
- Encode floors as constraints. Specify the non-tradable minima, accommodations, and non-discrimination duties as hard limits the ceiling and score cannot cross.
- Interrupt the ordinary allocation. When a ceiling or ranking would breach a floor, suspend it for that case rather than letting the score win.
- Mandate an action on breach. Where supply cannot satisfy the floor, require accommodation, alternative access, or escalation — never silent denial.
- Record the yield. Log why the ceiling gave way, what accommodation was delivered, and what supply escalation followed.
Tuning parameters¶
- Floor definition — what counts as non-tradable and at what level. Higher floors protect more but consume more scarce supply; lower ones are cheaper but risk under-protecting.
- Accommodation menu — the range of alternatives available when the ordinary unit fails. A richer menu fits more needs but is harder to administer.
- Escalation trigger sensitivity — how quickly an unmet floor routes to supply recovery. Fast triggers protect rights but can flood the recovery channel; slow ones risk harm.
- Proof burden for the floor — how much evidence a protected status requires. Light burden protects access but invites over-claiming; heavy burden can exclude the genuinely eligible.
- Override scope — whether the floor exempts fully or partially. Full exemption is cleanest; partial preserves some sharing of scarcity.
When it helps, and when it misleads¶
Its strength is that it makes rights genuinely non-negotiable inside a system otherwise built to say no — which is what separates legitimate rationing from utilitarian triage that quietly sacrifices the vulnerable. The floors it enforces function like non-derogable guarantees — protections that hold even under emergency[1], precisely when the pressure to suspend them is greatest.
Its failure mode is the floor that decays into "just another weighted preference," outranked whenever supply is tight — at which point it is no longer a floor. A classic misuse is defining a protected minimum but providing no mandated action when it cannot be met, so a breach silently becomes an ordinary denial. The guarding discipline is to keep the floor a hard constraint, to specify the required action on breach, and to route unmet floors to escalation rather than absorbing them.
