Exception review — instantiates Sanctuary-Aware Source Control
A governance review that adjudicates requests to act inside a protected sanctuary — guarding legitimate refuges from wrongful action while denying the source a place to hide behind 'protected' status.
A Protected-Zone Exception Review is a standing governance process that maintains the register of what counts as a protected sanctuary and adjudicates every request to breach one — to act inside it, or to grant or revoke its protected status. Its defining move is that it holds a two-sided line: it protects legitimate refuges from being casually overrun by an over-eager campaign, and at the same time it prevents "protected" status from being weaponized as cover, a place where the source shelters untouched because no one is permitted in. It is the archetype's legitimacy check on sparing — the body that tells a refuge worth preserving apart from a hiding place worth entering.
Example¶
A hospital keeps a small set of last-line antibiotics in a protected "Reserve" — the sanctuary that must be preserved so that resistant infections stay treatable. The source of resistance is over-prescribing; the sinks are individual infections. A Protected-Zone Exception Review governs the Reserve: every request to use a Reserve drug goes to a stewardship panel that checks it against the register and the safeguard criteria. It denies routine requests that would erode the sanctuary, grants the genuinely life-threatening ones so the safeguard never costs a treatable patient, and flags a ward that keeps requesting Reserve access as a possible source problem hiding behind "we had no choice." The Reserve category itself follows the real WHO AWaRe classification of antibiotics into Access, Watch, and Reserve tiers.[n1] The review's worth is that both errors — eroding the refuge and shielding the source — are caught at the same desk.
How it works¶
The distinguishing logic is a standing, two-way adjudication of breaches against an authoritative register:
- Maintain the register of protected zones. The review curates the authoritative map of what is protected and its current status; that map is the campaign's ground truth for "hands off."
- Route every breach request through one panel. No exception is self-granted; each goes to a standing body judged against written safeguard criteria.
- Decide in both directions. It protects the legitimate refuge and refuses protection to a bogus one, rather than defaulting to either always-allow or always-deny.
- Read the pattern, not just the case. A cluster of exception requests on one zone is treated as a signal of a hidden source to investigate, not a queue to clear.
Tuning parameters¶
- Burden of proof — how much justification an exception must carry. A high bar protects the sanctuary but delays legitimate urgent action.
- Default — deny-by-default (the sanctuary is sacrosanct) versus allow-with-review (access is presumed). This sets which error the review makes more often.
- Panel independence — how insulated the standing membership is from the parties requesting exceptions; the main defence against capture.
- Pattern sensitivity — how aggressively repeated exceptions are read as a hidden-source signal rather than granted one at a time.
- Re-designation cadence — how often protected status itself is revisited, so stale sanctuaries are retired and genuinely new ones added.
When it helps, and when it misleads¶
Its strength is that it keeps a campaign from destroying the refuges it is meant to preserve, and it closes the loophole where a source shelters behind untouchable status. Its failure modes are ossification — refusing every exception until the protection loses legitimacy and gets ignored — and, more insidiously, capture: a panel gradually staffed and steered by those seeking access until the safeguard becomes a rubber stamp.[n2] Its classic misuse is running the review backwards to launder an exception already promised by leadership, or wielding "protected zone" as a pretext to shield a source from scrutiny. The discipline that keeps it honest is independent standing membership, explicit written criteria, and treating a pattern of exceptions as a source signal to investigate rather than a backlog to approve.
How it implements the components¶
An exception review fills the sanctuary-legitimacy subset of the archetype's machinery, not the reaching or blocking sides:
