Purpose-to-Metric Mapping¶
Measurement design — instantiates Purpose Alignment Design
Translates a purpose into measurable indicators and standing review questions while insisting the metric is only a proxy, never the purpose itself.
Purpose-to-Metric Mapping converts a purpose statement into a small set of measurable indicators — and then, crucially, keeps every indicator subordinate to the end it approximates. Its one defining commitment is proxy humility: each metric it produces is tagged as a stand-in that can diverge from the purpose it represents, so that optimizing the number never silently replaces serving the purpose. It is a translation instrument, not a diagnosis and not a redesign: it builds the measurement bridge from purpose to number and the guardrail that keeps the bridge from being mistaken for the destination.
Example¶
A land-conservation nonprofit reports one headline number to its board: acres protected. It rises every year and everyone feels good. But the purpose is regional biodiversity resilience, and a thousand acres of roadside scrub is not the same as a hundred acres of critical wetland corridor. In a Purpose-to-Metric Mapping session the team starts from the purpose ("protect the region's biodiversity so native species persist"), names the recognizable signs of success (species counts stable or rising, habitat connectivity intact, water quality holding), and only then derives indicators: not raw acres but habitat-quality-weighted acres, a corridor-connectivity index, and a sampled species-occupancy survey. Each indicator is tagged with what it can miss — occupancy surveys lag by seasons; the connectivity index ignores climate-driven range shifts. The output is a compact metric set plus an explicit rule: "acres is a budgeting proxy, not the mission; when acres and connectivity point in different directions, connectivity wins." The board's dashboard now measures the purpose instead of quietly substituting for it.
How it works¶
- Start from purpose and end state, not from the data that happens to be available. The purpose statement is the fixed referent; convenient metrics are suspects, not starting points.
- For each success-sign, propose candidate indicators and pick the one that is both measurable and least gameable.
- Tag each metric with its divergence risk — the concrete way it could improve while the purpose does not.
- Attach standing review questions: "if this number rises, what evidence would tell us the purpose is not being served?"
- Fix a purpose-primacy tiebreaker. When a metric and the purpose conflict, the rule is to name the conflict, not resolve it toward the metric.
Tuning parameters¶
- Indicator count — few versus many. Few focuses attention but blinds you to what it omits; many captures nuance but dilutes the signal and invites cherry-picking.
- Proxy tightness — how close a metric must sit to the end before it is accepted. Tight proxies are honest but often unmeasurable; loose ones measure easily and mislead easily.
- Gameability discount — how heavily to penalize a metric for being manipulable by the people it measures.
- Review-question adversariality — how hard the "how could this mislead us" prompts push. Sharper prompts catch more drift but make the dashboard less comfortable.
- Refresh cadence — how often the metric set itself is re-derived as purpose or context shifts, versus frozen once and inherited.
When it helps, and when it misleads¶
Its strength is that it makes an abstract purpose auditable without pretending the audit is the purpose — the number and the humility about the number ship together. Its central failure mode is Goodhart's law[n1]: the moment a proxy becomes a target, people optimize the proxy and it stops tracking the end it once approximated, so a tidy green dashboard can make a drifting organization feel perfectly aligned. The classic misuse is choosing the metric that is easiest to move and then quietly back-defining the purpose to match it. The guarding discipline is to keep proxy humility explicit and load-bearing: every metric carries its divergence tag and a standing review question, and the purpose — not the number — remains the tiebreaker whenever the two disagree.
How it implements the components¶

It measures but neither diagnoses nor acts.
