Rumor Control¶
Containment protocol — instantiates Moral Panic De-escalation
Collects circulating claims, traces how and where they spread, and slows their repetition within a bounded window without amplifying the harmful details.
Rumor Control treats a spreading claim as a transmission problem before it treats it as a truth problem. Its concern is not primarily whether the claim is true — that is verification's job — but how it is moving: which channels carry it, how fast it is mutating, which repetitions are giving it the appearance of independent confirmation, and where a slowdown would do the most good with the least suppression. Its defining move is plumbing, not adjudication: it maintains a live trace of variants and vectors, and it applies calibrated, time-boxed de-amplification — reducing the reach or repetition of an unverified claim for a bounded window — while a verified account is assembled. It never lets that window become a permanent gag, and it never mistakes silencing a rumor for answering it.
Example¶
Moderators of a 40,000-member online game community wake to a fast-moving claim that a named streamer "grooms minors in his Discord." It is metastasizing: three variant wordings, a doctored screenshot, and a callout thread gaining a post a minute. Rumor Control opens a trace — logging each variant, the accounts seeding them, and the fact that two "independent" sources are the same person on alt accounts. Rather than mass-deleting (which the community would read as a cover-up) or letting the callout thread trend (which would harden the allegation), moderators apply a bounded de-amplification window: the doctored screenshot is removed, new callout threads are merged into one locked thread with a pinned "under review — do not signal-boost unverified claims" note, and reach on the seed accounts is throttled for 48 hours. That window buys time for Fact-Checking with Harm Awareness to resolve the claim, after which the throttle is lifted and the outcome posted — regardless of which way it went.
How it works¶
- Open a rumor trace. Log every variant of the claim, the accounts and channels seeding it, timestamps, and mutations, so "spreading fast" becomes a map instead of an impression. The trace is what tells apart genuine independent reports from one source echoed a hundred times.
- Read the amplification channel. Identify how it travels — a viral post, a private group, a repeated screenshot — because the intervention point differs for each, and correcting the content while ignoring the machinery leaves the spread intact.
- Apply a time-boxed de-amplification window. Reduce reach or repetition of the unverified claim for a stated, short period with explicit criteria and an end date — never an open-ended erasure.
- Publish the window, not just the outcome. State that a slowdown is in effect and why, so throttling reads as calibrated de-amplification rather than concealment.
Tuning parameters¶
- De-amplification strength — from a soft "do not signal-boost" note to hard removal of a specific artifact. Stronger slows spread faster but demands more transparency and trusted authority, and drifts toward censorship if over-applied.
- Window length — how long the slowdown lasts before automatic review. Short protects against permanence but may expire before the facts land; long risks becoming a de-facto ban.
- Trace granularity — variant-level logging versus a rough tally. Fine tracing distinguishes echoes from independent reports but costs effort.
- Transparency of criteria — how openly the throttling rules are stated. Publishing them guards against the perception of arbitrary suppression but hands the manipulators the ruleset.
When it helps, and when it misleads¶
Its strength is that it addresses the machinery of panic, not just its content: a claim slowed at its vectors buys the whole intervention time, and a trace that unmasks a hundred echoes as one source deflates the "everyone is saying it" pressure — a dynamic Allport and Postman captured in their basic law of rumor, where a story's spread scales with its importance times its ambiguity.[n1] Resolve the ambiguity fast and the spread collapses.
Its failure mode is censorship drift: de-amplification with vague criteria and no end date slides into broad suppression of disagreement or testimony, which both harms legitimacy and, ironically, feeds the cover-up narrative that accelerates rumors. The classic misuse is throttling a claim because it is embarrassing rather than because it is unverified and harmful. The guarding discipline is the three constraints baked into the mechanism — explicit criteria, a stated end date, and a published outcome — and never letting rumor control be the place where truth is decided; that resolution belongs to verification, which this protocol only buys time for.
