A Salience Overweighting Check audits the gap between how much attention a near-miss actually received and how much its calibrated stakes justify. Its defining question is not was the alternative reachable and not how close was it — it is is the drama pulling more weight than the value delta warrants? A single lurid close call can dominate a meeting, a budget, or a roadmap while a frequent but mundane pattern carrying far larger total stakes goes unremarked. The check compares the response a case is getting against the value delta it actually carries and flags the mismatch. It is the mechanism that guards proportionality of attention, catching the case where vividness, not value, is setting the agenda.

Example

A city's flood-management office is setting next year's mitigation budget. Six months ago a storm surge came within a few centimeters of overtopping a downtown levee — a dramatic, widely-reported near-disaster — and the draft budget pours most of the discretionary funds into raising that one levee. The Salience Overweighting Check audits the allocation against calibrated stakes. It puts the vivid levee case beside the quieter record: chronic street-drainage failures that flood the same low-income neighborhoods a dozen times a year, each individually minor but collectively representing a larger expected value of damage. Scored on value delta, the mundane pattern outweighs the dramatic one; scored on attention, it is getting a fraction of the notice. The check's output is a flag — the levee is absorbing budget in proportion to its vividness, not its value — prompting a rebalancing toward the drainage problem. It does not deny the levee near-miss was real; it denies that being memorable entitles it to disproportionate resources.

How it works

The check runs a proportionality audit. It first establishes the calibrated stakes of the cases in view — the value delta each actually carries, in a common frame — and it establishes the attention or resource each is actually receiving. It then applies the salience-distortion guard: look specifically for the signature of vividness-driven overweighting — a case whose share of attention far exceeds its share of calibrated value, especially where the excess tracks how recent, emotional, or well-publicized the case was rather than how much is at stake. Where attention and value diverge, it raises a flag and, ideally, sets the corrected weight the value delta would justify. It compares assigned weight to deserved weight; it does not itself rule on plausibility or set the response policy.

Tuning parameters

  • Divergence threshold — how large a gap between attention-share and value-share triggers a flag. Tight thresholds catch subtle skew but cry wolf; loose ones flag only egregious cases.
  • Attention proxy — what stands in for "attention received" (budget share, meeting time, headcount, escalations). Different proxies expose different distortions.
  • Comparison set — which cases are audited together. Auditing a vivid case only against peers of its own type hides the frequent-but-mundane pattern it is starving; a wide set exposes it.
  • Base-rate weighting — how heavily frequent low-severity patterns are counted against a single high-severity anecdote, tuning the check's bias between the dramatic and the chronic.

When it helps, and when it misleads

Its strength is protecting the frequent, boring, high-total-stakes pattern from being crowded out by the memorable anecdote — it is the specific defense against letting a story set priorities. It operationalizes a caution about the availability heuristic, the tendency to judge importance by how easily an example comes to mind rather than by its actual frequency or magnitude.[1] Its own failure mode is over-correction: a check tuned too aggressively can dismiss a genuinely important vivid case as "mere drama" precisely because it is vivid — a real high-stakes near-catastrophe can also be memorable, and salience is not proof of unimportance. The guarding discipline is to anchor the audit on the calibrated value delta, not on the mere fact of vividness, so the check flags disproportion rather than reflexively discounting anything dramatic.

  • value_delta_frame — it re-derives each case's value delta in a common frame to establish the "deserved" weight that assigned attention is audited against.

It does NOT implement eligibility_and_plausibility_gate — ruling on whether a counterfactual was reachable at the time is Counterfactual Plausibility Filter's job; this check assumes the cases are already plausible and asks only whether attention to them is proportionate. It also leaves proximity_metric_or_ordering to Near-Miss Distance Scorecard.
