Scarcity Declaration and Activation Protocol¶
Protocol — instantiates Resource Rationing
Verifies shortage evidence, identifies the accountable declaring authority, publishes scope and duration, activates the criterion version, and starts mandatory review clocks.
Rationing must begin because a named supply-demand condition is met, not because denial has become administratively convenient. The Scarcity Declaration and Activation Protocol is the single opening move that lets a rationing regime start at all: it certifies that a real, bounded shortage exists, names the authority accountable for saying so, publishes the scope and duration of the extraordinary limits, and switches the entitlement-and-priority charter into force with review clocks already running. It is the only mechanism in the family with the power to turn the regime on — and, because that power is easily abused, its whole discipline is to make activation an evidenced, dated, revocable public act rather than a quiet tightening of the taps.
Example¶
A municipal water utility watches reservoir levels fall through a dry summer. Managers could simply start slowing new connection approvals and letting pressure sag — an undeclared ration by inconvenience. Instead they run the activation protocol. Hydrologists compare current storage and projected inflow against an independent demand estimate and confirm the gap is physical, not a budgeting preference. The utility board — the named accountable authority — issues a public declaration: the shortage is real, it covers the service territory, it is expected to last through October, and Stage 2 restrictions activate today. That declaration switches on the published allowance charter (household essential-use minimums, industrial priority classes, prohibited criteria) and starts a mandatory review clock: the board must re-examine the finding in thirty days or the authority lapses. Residents now know exactly what condition triggered the limits, who declared them, and when they must be revisited — the difference between governed scarcity and rationing by stealth.
How it works¶
The protocol distinguishes itself from the rest of the lifecycle by refusing to assume the shortage. Its steps:
- Verify against an independent estimate. Reproduce the shortfall from supply-and-demand evidence a reviewer could re-run, and record evidence quality and uncertainty. A shortage that only one office can confirm is not yet declarable.
- Separate scarcity from preference. Explicitly test whether a policy or budget choice is being misdescribed as physical scarcity, and record the feasible supply and demand actions already taken.
- Name the authority and scope. Identify who is accountable, the affected pool, the geographic or organizational boundary, and the expected horizon.
- Activate and publish the charter version. Put a specific, dated criterion version into force and start the review clock, so the regime carries an expiry from its first minute.
Tuning parameters¶
- Evidence threshold — how much proof activation requires. A high bar prevents manufactured scarcity but can delay legitimate emergency limits until harm has begun.
- Declared horizon — a short fixed window versus an open-ended finding. Shorter horizons force re-justification; longer ones reduce churn but invite drift toward permanence.
- Scope granularity — one system-wide declaration or nested sub-declarations by region or class. Finer scope targets the real shortage but multiplies the findings that must be maintained.
- Review cadence — how often the trigger finding must be reproved. Faster cadence catches recovery early; slower cadence lowers administrative load but risks the emergency ratchet.
- Authority level — how senior the declaring body must be. Higher authority raises legitimacy and accountability but slows activation when speed matters.
When it helps, and when it misleads¶
Its strength is that it converts a diffuse sense of "we're running short" into a public, dated, accountable trigger that everything downstream can hang on — and it makes the illegitimate cases visible, because a shortage nobody can reproduce or a declaration nobody will sign is exposed rather than assumed. The economist Amartya Sen's entitlement account of famines is the sharp reminder here: severe deprivation can occur without any absolute fall in supply, which is exactly why the declaration must independently verify the condition rather than infer scarcity from the fact that people are going without.[1]
Its central failure mode is manufactured or over-broad scarcity: activation used to legitimize austerity, throttle inconvenient demand, or grab emergency powers wider than the shortage warrants. A classic misuse is declaring a system-wide emergency to justify limits that only a single depleted region needs. The guarding discipline is to force every declaration through the independent estimate, to record which recovery actions were rejected, and to attach an expiry and review clock so the authority cannot quietly become permanent.
How it implements the components¶
declared_scarcity_condition— its primary output: the verified, scoped, authored shortage finding — pool, horizon, evidence, uncertainty, and accountable authority — that alone can activate rationing.ration_entitlement_and_priority_charter— it activates and publishes the specific criterion version that becomes binding for the declared period; it puts the charter into force but does not itself apply it to individual claims.
It does not define the exit or wind-down of the regime (rationing_entry_exit_and_review_conditions, supply_recovery_and_alternative_access_link) — that is its protocol twin, Rationing Relaxation and Sunset Protocol; this one certifies the shortage and switches the charter on, that one watches recovery thresholds and switches it off. It also does not decide individual claims (claim_decision_and_reason_record).
