Rationing Relaxation and Sunset Protocol¶
Protocol — instantiates Resource Rationing
Reduces restrictions or terminates the regime when recovery thresholds are met, removes emergency data and controls, settles outstanding claims, and records the after-action review.
An emergency that cannot end is not an emergency; it is a new permanent institution wearing an emergency's clothes. The Rationing Relaxation and Sunset Protocol is the mechanism that lets a rationing regime stop — and, crucially, prove that it stopped. It watches the recovery and exit thresholds, and when they are met it stages the wind-down: relaxing restrictions in steps, settling claims still in flight, revoking the extraordinary authority, deleting the emergency-only data on schedule, and publishing a closure record with an after-action review. Because inventory and lead-time have crossed the pre-agreed recovery thresholds, they relax in stages: first restoring open access in low-exposure units, monitoring for a demand rebound, then general units a week later. They settle the handful of pending exception requests, revoke the emergency allocation authority, and delete the badge-scan log on the scheduled date. How it works¶
What separates this from ordinary de-escalation is that it treats ending as an engineered, evidenced act:
- Pair every threshold. Each intensification trigger set at activation has a matching relaxation trigger, so the regime knows in advance what recovery looks like.
- Require affirmative renewal or automatic expiry. Continuing the restrictions takes a positive act; absent it, authority lapses on its own.

- Recovery threshold strictness — how much margin must be restored before relaxing. Strict thresholds avoid premature relaxation and rebound; loose ones end restrictions sooner but risk re-declaration.
- Relaxation step size — sudden termination versus many small steps. Large steps end the burden fast but can spike demand; tiny steps prolong the controls.
- Notice period — how much warning before each step. Longer notice smooths behavior but slows the exit.
- Data-deletion latency — how quickly emergency data is purged after sunset. Fast deletion protects privacy; slower deletion preserves the after-action evidence trail.
- Renewal default — whether restrictions lapse automatically or persist until cancelled. An expiry default is the strongest guard against the ratchet.
When it helps, and when it misleads¶
Its strength is that it makes the end of rationing observable and accountable, not a matter of whoever forgets to renew.
