A Scenario Learning Program is built around one curated set of divergent scenarios used as the medium of learning. Example

An international humanitarian NGO runs a scenario learning program for its regional program leads, built on four curated scenarios of forced displacement a decade out: a managed-corridors world, a walls-and-camps world, a climate-churn world where displacement is chronic and circular, and a tech-mediated world of remote aid and digital identity. The four are given as rich, coherent narratives — the fixed learning material for the program.

Across sessions the leads inhabit each in turn, then compare: which of their current field practices work in all four, which only in one, which quietly assume the managed-corridors world that is merely the most comfortable. The comparison is deliberately pointed at a live decision — whether to sign a five-year lease on fixed regional warehouses. Seen across four futures, the fixed-warehouse commitment looks robust in one and stranded in three. The program's aim isn't to decide the lease; it's that the leads leave able to think in scenarios — but anchoring the comparison to the lease is what stops the exercise from floating free.

How it works

  • Curate a fixed, divergent scenario set. A small number of coherent, genuinely contrasting futures is authored or adopted as the program's learning material — quality and divergence of the set is the foundation.
  • Inhabit before comparing. Participants enter each scenario fully enough to reason from inside it, not skim it, so the later comparison is grounded.
  • Compare against each other. The core learning move sets the scenarios side by side to reveal how assumptions, risks, and options differ across them.
  • Anchor to a live decision. The comparison is deliberately pointed at a real decision the group faces, which disciplines the learning and reveals which present commitments are secretly single-future bets.

Tuning parameters

  • Scenario set size and divergence — few sharply divergent futures or many nuanced ones. Sharper divergence teaches plural thinking faster; nuance is more realistic but blurs contrasts.
  • Fixed vs. co-created scenarios — pre-authored set versus one the group builds. Fixed sets guarantee quality and divergence; co-created ones build more ownership but risk collapsing onto the expected future.
  • Decision tightness — how directly the comparison ties to a real, dated decision. Tighter coupling disciplines the learning but risks the program being read as strategy selection.
  • Immersion depth — how fully participants inhabit each scenario. Deeper immersion grounds comparison but costs time.
  • Number of decisions tested — one anchor decision or several. More decisions generalize the skill; one keeps focus.

When it helps, and when it misleads

Its strength is that a good scenario set is an unusually efficient teacher of plural thinking: comparing four coherent futures against a real decision reliably exposes which present commitments are single-future bets, and it does so with concrete material rather than abstract exhortation to "consider uncertainty." This is the learning use of scenarios in the tradition of reperceiving — using divergent scenarios to break the grip of the official future and see the present afresh.[n1]

Its failure mode is prediction drift into strategy selection: because the program anchors to a real decision, it is perpetually one step from becoming a scenario-planning exercise where the group quietly picks the "most likely" scenario and optimizes for it — at which point capability-building stops and the scenarios become forecasts. The classic misuse is grading participants on choosing the "right" future. The guarding discipline is to keep all scenarios explicitly live as learning media, use the decision as an anchor rather than an output, and insist the deliverable is changed reasoning across futures, not a selected plan.
