Rehearsal protocol — instantiates Conditional Authority Envelope Design
A structured program of practice scenarios that drills actors on recognizing trigger conditions and choosing between acting and escalating, keeping their judgment current before real cases arrive.
Scenario Rehearsal Protocol builds the actor before the case does. It is a structured program of simulated situations — normal ones, edge cases, deliberately ambiguous ones — run repeatedly so that when a real condition arrives, the actor recognizes it and knows whether it falls inside their envelope or over the line into escalation. Its defining trait is that it works before the moment of action, and on a cadence: it is not a live check on a single decision but the practice that keeps recognition sharp and gates an actor's authority on having rehearsed recently. An envelope is only as good as the judgment of the person inside it, and this is the mechanism that grows and maintains that judgment rather than assuming it.
Example¶
A ship's bridge team runs a Scenario Rehearsal Protocol for collision avoidance. In a bridge simulator, the crew works recurring scenarios: a crossing vessel on a steady bearing at closing range, a fishing fleet cluttering the radar at night, a give-way ship that is not giving way. Each drill exercises the same two muscles — recognizing the condition (is this a crossing, an overtaking, a stand-on situation?) and deciding whether the officer of the watch acts within standing orders or must call the captain. In the debrief, the crew surfaces where two officers read the same radar picture differently, and the standing orders are clarified where the drill exposed drift. Currency is tracked: an officer whose simulator hours have lapsed loses the authority to stand a solo watch until they requalify. When a real crossing vessel appears at 0200, the response is rehearsed, not invented.
How it works¶
- Build a scenario library — cover the routine, the edge cases, and the genuinely ambiguous conditions, so recognition is practiced across the whole envelope, not just its easy middle.
- Run and debrief — put actors through scenarios and then examine, out loud, where interpretations diverged and why — the divergence is the lesson.
- Rehearse the act-vs-escalate fork — every scenario forces the choice between handling it locally and handing it up, so the escalation instinct is trained, not improvised.
- Track and enforce currency — record who has rehearsed and how recently, and tie authority to a valid, unexpired qualification.
Tuning parameters¶
- Scenario realism and variety — how faithfully drills mirror real conditions and how wide a range they span. High variety builds robust recognition but costs design and time.
- Cadence / recency window — how often actors must re-rehearse to stay current. Tighter windows keep judgment fresh but consume time and pull actors off the line.
- Pass criteria — how demanding qualification is. Strict criteria raise the floor but can bottleneck staffing.
- Debrief depth — from a quick score to a full interpretation post-mortem. Deeper debriefs catch drift but slow throughput.
When it helps, and when it misleads¶
Its strength is that it attacks interpretation drift and skill decay before they reach a live case — and it makes authority contingent on demonstrated, current competence rather than a one-time certification. Skills that are not practiced decay measurably, which is exactly why recency-of-practice requirements exist wherever the cost of a rusty decision is high.[n1]
Its failure mode is rehearsing the wrong world: a scenario library stocked only with clean, well-formed cases builds false readiness, and actors soon learn to teach to the drill, pattern-matching the simulator rather than the real ambiguity. A protocol that always ends in a pass confirms nothing. The guarding discipline is to seed the library with edge and ambiguous cases, vary them so they cannot be memorized, and let debriefs feed back into the standing rules when a drill reveals the rules — not the actor — were unclear.
How it implements the components¶
Scenario Rehearsal Protocol fills the readiness side of the envelope — building and maintaining the actor's judgment:
training_recency_requirement— the core: authority is gated on having rehearsed recently, and the protocol sets, tracks, and refreshes that currency.condition_trigger_set— drills sharpen recognition of the conditions that activate permission, so real triggers are matched fast and correctly.escalation_threshold_ladder— every scenario rehearses the act-versus-escalate choice, training the actor to feel when a case has left their envelope.
It does not perform the live, moment-of-action confirmation — the interpretation_and_readback_layer handshake is Readback Authority Confirmation's — and it defines neither who is formally authorized nor the oversight forum; authorized_actor_profile and independent_review_body live in Delegated Authority Charter. Rehearsal calibrates judgment beforehand; readback confirms a single decision in the moment.
