Documents objectives, weights, scales, rationale, and sensitivity notes.
A weighting rule that lives only in a spreadsheet's hidden cells is unaccountable no matter how carefully it was set. Scorecard Disclosure Template is the standardized published document that renders the rule legible: a fixed-format artifact stating the objective set, each objective's weight and its stated rationale, the scoring scale for every criterion, and what the resulting score is authorized to mean. Its defining idea is point-in-time transparency — it is a snapshot of the weighting rule as it currently stands, written to be read by the people the decision affects. It does not log how the rule changed over time and it does not judge whether the rule is legitimate; it makes the current rule inspectable by anyone who receives it, which is the precondition for challenge.
Example¶
A city government issues a public tender for an IT modernization contract. Bidders have been burned before by opaque scoring, so the procurement office publishes a Scorecard Disclosure Template with the request for proposals. It lists the objective set — price, technical merit, delivery risk, local-economic benefit, and accessibility compliance — with no hidden sixth criterion. Beside each it states the weight (price 35%, technical merit 30%, and so on) and a one-line rationale ("price weighted below technical merit because the prior low-bid contract failed on delivery"). For each criterion it publishes the scoring scale: what a 1, 3, and 5 look like on technical merit, so a bidder knows what evidence earns what. Finally it states the interpretation rule: the composite score ranks bids for a shortlist and does not by itself award the contract, which still requires a due-diligence step. A vendor who loses can read the template, see exactly how price traded against merit, and lodge a specific challenge rather than a vague grievance. This is the transparency spirit of a model card[n1] applied to a scoring rule.
How it works¶
- Fixed sections. The template forces the same disclosed fields every time — objectives, weights + rationale, per-criterion scales, interpretation rule — so nothing load-bearing can be silently omitted.
- Weights beside their reasons. Each weight is published with the justification for its magnitude, converting a bare number into an inspectable value claim.
- Scales made concrete. Every scoring dimension gets an anchored scale (what each level means) so scores are reproducible and contestable, not subjective impressions.
- State what the score authorizes. The template ends by declaring the strength of the output — rank only, eligibility, or final decision — capping how the number may be used.
Tuning parameters¶
- Disclosure depth — headline weights only, or full scales and rationales. Deeper disclosure enables real challenge but exposes more surface to gaming.
- Audience — internal, counterparties, or fully public. Wider audiences build legitimacy but constrain how candidly weights can be justified.
- Rationale length — a phrase or a paragraph per weight. Fuller rationale is more defensible but heavier to produce and maintain.
- Sensitivity-note inclusion — whether to append known fragilities. Including them is more honest but can invite disputes over the boundary case.
- Standardization rigidity — a strict fixed template or an adaptable one. Rigidity ensures comparability across scorecards; flexibility fits unusual decisions better.
When it helps, and when it misleads¶
Its strength is that it makes a weighting rule checkable by outsiders at a glance, which is what turns "trust us" into "here is the rule, challenge it." Standardized disclosure also makes scorecards comparable across cases and time, and it is often the single artifact regulators, bidders, or applicants most want to see.
Its failure mode is disclosure without teeth: publishing a beautifully formatted scorecard that no one can actually contest, or whose rationales are post-hoc justifications for weights chosen to pick a winner. Transparency can even enable gaming when it reveals exactly which criterion to inflate. The guarding discipline is to pair disclosure with a real challenge channel and to publish the rule before scoring begins, so the template constrains the decision rather than decorating it. A disclosure is a snapshot, not a history — it shows what the rule is, and deliberately leaves the record of how it became that to the audit trail.

objective_set— it publishes the full, bounded list of competing objectives so readers can see what value dimensions are included or excluded.objective_weight— it states each weight alongside its documented rationale, presenting weights as inspectable value judgments rather than technical constants.score_interpretation_rule— it declares what the composite score authorizes (rank, eligibility, or decision), capping how strongly the output may be read.
It documents the current rule but keeps no chronology of changes and does not authorize revisions: audit_trail and revision_procedure belong to Audit Trail for Weight Changes; this template is the present-tense snapshot, its twin is the running change-log behind it.
