Left to a spreadsheet, whoever fills in the weights wins the argument silently. Instead the NGO convenes a half-day session: field leads, a finance officer, and a logistics coordinator, with a neutral facilitator. They first agree the objective set — explicitly deciding to exclude media visibility, which one participant had been informally optimizing for. Then they work through the weights out loud. The access lead argues that low access shouldn't dominate, or aid never reaches the hardest-hit; finance pushes back on cost. The facilitator uses a swing-weighting prompt — "moving which objective from worst to best would you least want to give up?" — to anchor the numbers in tradeoffs rather than gut feeling. The session ends with a weight set and a one-paragraph rationale per objective, capturing the reasoning that a bare vector of numbers would have thrown away.

How it works

  • Fix the objective set first. The session opens by naming and bounding the objectives — what's in, what's out, what's a hard constraint rather than a weightable preference — so the weighting argument isn't quietly contaminated by an unstated goal.
  • Elicit, don't average. Facilitation surfaces each participant's reasoning before any number is written, so weights emerge from stated tradeoffs rather than from a rushed compromise or the loudest voice.
  • Use structured prompts. Techniques like swing weighting or forced pairwise tradeoffs push participants to justify relative importance in terms of concrete consequences.
  • Record the rationale, not just the result. Each agreed weight leaves the room attached to the argument that produced it, so downstream review has something to inspect.

Tuning parameters

  • Participant breadth — a tight expert group or a wide stakeholder circle. Breadth improves legitimacy and surfaces blind spots but makes convergence slower and messier.
  • Facilitation firmness — how hard the facilitator forces explicit tradeoff reasoning versus letting discussion flow. Firmer structure fights anchoring and dominance but can feel mechanical.
  • Convergence rule — consensus, majority, or advisory-to-a-decider. Consensus buys buy-in but risks lowest-common-denominator weights; a named decider is faster but concentrates responsibility.
  • Anonymity of inputs — whether initial weight proposals are open or blind. Blind elicitation reduces conformity pressure; open discussion builds shared understanding.
  • Session cadence — one-shot or iterative across sittings. Iteration improves quality but delays a decision the weights are needed for.

When it helps, and when it misleads

Its strength is that it manufactures justified weights: the discipline of arguing tradeoffs out loud catches objectives that were being smuggled in, exposes where people disagree about values versus facts, and leaves a rationale that later governance can hang on. For contested, one-off, high-stakes allocations it is often the only way to make the weights legitimate at the moment of creation.

Its failure mode is groupthink[n1] — a session that feels like agreement but is really deference to a senior voice or premature closure, producing weights everyone nodded at and no one owns. The classic misuse is the pre-cooked meeting, where the weights are decided beforehand and the session is staged to launder them.
