The Sealed Ballot Before Voice Vote is a two-step voting procedure that captures each participant's private choice in a sealed form immediately before the same question is put to an open, visible vote — so the group holds a record of what people thought before the sequence of public declarations could pull them into line. Its defining trait is sequence: it deliberately inserts a private capture just ahead of the public one to beat the conformity cascade, and it retains both signals — the sealed private count and the public voice-vote trace — so the two can be compared. It is not a standing anonymous instrument (that is the poll); it is a timed step wired to one specific public vote, and its power comes entirely from where in the sequence it sits.
Example¶
A jury is about to take a show-of-hands vote on a verdict. Following the court's procedure, the foreperson first has each juror write their current leaning on a slip and seal it, then holds the open vote. The sealed slips come back 7–5. The show of hands, taken moments later, comes in 11–1, as jurors read the room and fall in behind the early, confident speakers. Because the sealed count exists, the foreperson can see that the apparent near-consensus is a cascade artifact rather than a real one, and can reopen deliberation on the five private doubts that the public vote erased. The setup is minimal — private capture, then public vote, both recorded — but the sequencing is everything: it makes the conformity effect visible instead of letting it silently decide the case.
How it works¶
- Capture private first. Take the sealed individual choice before any public declaration on the same question.
- Then run the public step. Hold the open vote as normal — but now against a pre-existing private record.
- Retain both. Keep the sealed count and the public trace so the two can be compared.
- Trigger on divergence. A gap between the sealed count and the voice vote is the signal that conformity pressure moved people, and a cue to reopen.
Tuning parameters¶
- Sealing strength — anonymous slips versus identified-but-sealed. Anonymity elicits more candor; identification enables follow-up but reintroduces cost.
- Gap between steps — how immediately the public vote follows. The tighter the sequence, the cleaner the comparison of the two signals.
- Disclosure of the sealed count — whether and when the private tally is revealed. Revealing it can itself break a false consensus; hiding it protects individuals.
- Trigger threshold — how large a private/public gap reopens deliberation.
- Scope — one decisive question versus every vote. Universal use adds friction.
When it helps, and when it misleads¶
Its strength is that it defuses the information cascade — the sequence effect in which each person, seeing others' choices, rationally discounts their own private signal until the public tally stops reflecting anyone's real information[1] — by fixing the private signal before the cascade can start.
Its failure is that it only helps if the private capture genuinely precedes public influence: if leanings are already anchored by pre-vote discussion, the sealed count is already contaminated, and a sealed ballot taken after an hour of open argument captures conformity, not private truth. The classic misuse is sealing the ballot late in a debate and treating it as a pristine private signal. The guarding discipline is to take the private capture as early as possible, before the discussion has done its anchoring, and to read a private/public gap as a cue to reopen rather than a result to average away.
How it implements the components¶
private_preference_snapshot— the sealed count is a snapshot of held preference, taken at the last moment before public performance can distort it.public_expression_trace— the subsequent voice vote is retained as the visible signal, giving the procedure both halves needed to see the sequence effect.
It does not secure candor by realigning payoffs (truthful_expression_incentive_alignment) — that is Incentive-Compatible Preference Elicitation — nor does it turn the two signals into an aggregate_divergence_report, which is the Preference Divergence Dashboard. Its nearest sibling is the Anonymous Preference Poll; the two differ in that a sealed ballot is timed immediately before a specific public vote and keeps that public trace, whereas the poll is a standing, identity-detached instrument that stands alone in time.
