Signal Cue Audit

Content audit — instantiates Audience-Boundary Signal Spillover Governance

Dissects the signal's explicit and implicit cues to find where a word, number, image, or omission will be read differently by a neighbouring audience.

Signal Cue Audit is a line-by-line review of the signal artifact itself — its words, framing, numbers, images, and what it pointedly leaves unsaid — that profiles every cue it carries and, for each, how different audiences will decode it. Its defining focus is the signal, not the audiences or the channels: the same phrase that reassures the intended group can read as a threat, a snub, or a dog whistle to a neighbouring one, and the audit's job is to find exactly those cues before they detonate. It produces the cue profile and the per-cue interpretation register; deciding what corrective context should then travel with the signal is a different mechanism's work.

Example

An advocacy nonprofit is drafting a public statement on a contested ballot measure, intended for its own members as a call to action. The cue audit walks the draft and tags divergent readings. The word "fight" mobilises members but reads as aggressive to the moderates the campaign also hopes to win. A figure phrased as "1 in 3" lands as alarming where the arithmetically identical "33%" would read as measured. A photo choice signals partisanship to a swing audience the drafters had not considered. And an omission — the statement never names a coalition partner — will be read by that partner as a deliberate snub.

Each flagged cue is recorded with its cross-audience readings, and the flags are sorted by how sharply the readings conflict. The result is not a rewrite but a map of the signal's landmines: four specific cues, each with a note on who reads it which way, ready to be defused deliberately rather than sanded off by reflex.

How it works

  • Enumerate every cue — stated, implied, and omitted. The dangerous ones are often not the words on the page but the connotation they carry or the thing conspicuously missing.
  • Decode each cue per audience. For every cue, list how the intended audience and each adjacent one reads it, using their histories and incentives — the point is divergence between readings.
  • Rank by conflict, not by frequency. Flag the cues whose readings most contradict each other across audiences; a cue everyone reads the same way is safe however prominent.
  • Separate fixable cues from load-bearing ones. Some divergences are careless wording; others are inherent to what the signal must say. Mark which is which so the fix doesn't gut the message.

Tuning parameters

  • Cue granularity — headline-level or word-level scrutiny. Word-level catches the single detonating term but is slow; headline-level is fast and misses it.
  • Audience-panel breadth — how many adjacent readings to test each cue against. Broader panels catch the outlier reading; narrow ones move faster.
  • Connotative depth — how far past literal meaning to read. Deep reading catches dog whistles and implied slights; shallow reading risks missing the cue that only bites in context.
  • Omission sensitivity — how hard to hunt for meaningful silences. High sensitivity catches the unnamed partner; too high manufactures slights that no one would infer.

When it helps, and when it misleads

Its strength is leverage: it finds the specific words that will detonate, and changing a word is the cheapest fix in the whole apparatus — far cheaper than managing the reaction after the signal ships. It catches dog whistles[n1] and coded readings that a plan focused on audiences and channels never inspects.

Its failure mode is paralysis — read closely enough and every word offends someone — and it is blind to cues that only acquire meaning in a context the auditor doesn't know. Its classic misuse is sanding every edge off the signal until it says nothing safely. The discipline that guards against this is to rank cues by conflict severity and to hand the register to the Interpretive Context Brief, which supplies the context that lets a load-bearing cue stand rather than mutilating the message to make it inoffensive.

How it implements the components

Signal Cue Audit fills the signal-side components — the ones a review of the artifact produces:

  • signal_content_and_cue_profile — its core output: the enumerated profile of explicit, implicit, and omitted cues the signal carries.
  • interpretation_context_register — records, cue by cue, how each audience will decode the signal (the interpretation-risk side of the register).

It does not assemble the corrective framing or brief the intermediaries — that's Interpretive Context Brief, which consumes this register; and it does not map the audiences those readings belong to — that's Audience Boundary Map.

Editorial Notes

Form Classification

Form family: Assessment, Review & Assurance

Rationale: Signal Cue Audit operates as a bounded evaluation of existing evidence or work that produces a finding or disposition because it dissects the signal's explicit and implicit cues to find where a word, number, image, or omission will be read differently by a neighbouring audience.

Independent corroboration: The frozen evidence defines Signal Cue Audit as 'Dissects the signal's explicit and implicit cues to find where a word, number, image, or omission will be read differently by a neighbouring audience', so its operative form is Assessment, Review & Assurance.

Review outcome: Independent reviewer agreement; high confidence.

Origin Attribution

Primary origin: Communication & Media Studies

Origin pattern: Convergent development

Present-day reach: Universal

Rationale: Examining explicit and implicit elements for divergent audience readings is message-framing and reception analysis.

Related originating lineages:

  • Cultural Studies — Neighboring interpretive communities can assign different meanings to the same representation.
  • Linguistics & Semiotics — Words, numbers, images, and omissions operate as signs whose meaning depends on code and context.
  • Rhetoric — Audience adaptation tests how a cue's persuasive force changes across hearers.

Review resolution: The blind reviewers agree that communication_media_studies is the primary origin and differ only on alternate origin disagreement. I preserve every independently explained alternate from both records rather than imposing a numeric cap. I retain convergent because the combined evidence shows independent disciplinary development. The broader reach of universal records portability separately from historical provenance; encyclopedia_synthesis=true preserves the affirmative synthesis judgment where either reviewer identified one.

Encyclopedia synthesis: The exact catalogued form synthesizes established practice rather than reproducing a single standard historical label.

Review outcome: Reconciled after independent review; high confidence.

Notes

Pairs tightly with the Interpretive Context Brief: the audit diagnoses interpretation risk cue-by-cue, the brief treats it with surrounding context. Keeping diagnosis separate from treatment is what makes any cut to the signal itself a deliberate choice rather than a reflex.

[n1] A dog whistle is a cue crafted to carry one meaning to a general audience and a second, targeted meaning to a specific one that recognises the code. It is the sharpest case of a single cue with divergent per-audience readings — exactly what the audit exists to surface.
