Situation Handoff Report¶
Handoff protocol — instantiates Perception-Comprehension-Projection Loop Design
A structured shift-change transfer that carries not just status but the projection horizon, open uncertainties, and pending triggers, so awareness survives the change of custody.
A Situation Handoff Report is the structured transfer that moves the awareness state across a custody boundary — a shift change, a relief, a role rotation — without dropping the parts that live in the outgoing person's head. Its defining idea is that a handoff fails not on status but on everything around status: the outgoing watch knows the current readings, but also carries the projection of where things are heading, the assumptions the picture rests on, the uncertainties still open, and the triggers that are pending — "if the pressure climbs past X in the next hour, wake the supervisor." A bare status dump transfers the readings and loses all of that. The handoff report's job is to force the intangibles across the seam. It is a transfer at a boundary, not a periodic update within a shift.
Example¶
At a spaceflight mission control console, a flight controller hands over to the incoming shift and does not simply read out current telemetry. The handover carries the forward state: the projection horizon — "this battery is trending down and will hit the caution limit in about six hours, on my shift's math" — the open uncertainties — "we don't yet know if the drop is a real load increase or a sensor drift; a test is queued" — and the pending triggers — "if it crosses the caution line before the test resolves, the flight rule says power down payload B first."[n1] The incoming controller signs on only after reading these back.
The report earns itself at the seam. Without it, the incoming controller would inherit a normal-looking board, see a battery within limits, and be blindsided six hours later — rediscovering from scratch the trend, the ambiguity, and the pre-agreed response the previous shift had already worked out. The handoff carries the pending trigger across the boundary so it fires on schedule regardless of who is on console.
How it works¶
- Transfer meaning and forward state, not just readings. The report is built around projection, assumptions, open questions, and pending triggers — the parts a status board omits.
- Enforce a fixed structure. A defined slot set (what's happening, where it's heading, what's uncertain, what's pending) so nothing critical is silently dropped under time pressure.
- Close the loop with read-back. The incoming custodian restates the key items, and the handoff isn't complete until they have — catching the mishears that a one-way brief leaves buried.
- Name the pending triggers explicitly. Every "watch for X, then do Y" is written into the report so it survives the person who set it.
Tuning parameters¶
- Structure rigidity — how fixed the slot set is. A rigid template guarantees coverage but can feel rote on quiet handoffs; a loose one flows but lets tired people skip the intangibles.
- Read-back depth — how much the incoming custodian must restate. Full read-back catches misunderstandings but costs time; light read-back is fast but reopens the loss the report exists to prevent.
- Written vs. verbal balance — how much is documented versus spoken. Written records persist and survive interruption; verbal exchange carries nuance and invites questions. Most robust handoffs use both.
- Overlap window — how long outgoing and incoming custodians are jointly on station. A generous overlap lets the picture transfer with live context but costs staffing; a thin one is efficient but rushes the seam.
When it helps, and when it misleads¶
Its strength is that it directly attacks handoff awareness loss — the well-documented failure where status transfers across a shift change but assumptions, uncertainties, and pending triggers do not, and the incoming team acts on a hollow picture. Structured handoff protocols with read-back are among the better-evidenced interventions against exactly this seam.[n2] It also legitimizes transferring uncertainty, so the incoming custodian inherits the open questions rather than a falsely settled picture.
Its failure mode is ritualized recitation: a handoff run so often it becomes a fluent read-through where the outgoing person recites and the incoming person nods, and the read-back degrades into "got it" without real transfer — at which point the report looks complete but the intangibles still don't cross. The classic misuse is truncating the handoff under time pressure to the status slot, dropping exactly the projection and pending-trigger content that is the point.
