The Stakeholder Harm Reporting Channel is an interface that lets the people subject to a system report the consequences they experience, and routes those reports into a forum that reaches decision authority. It exists because of an epistemic asymmetry: the parties an operator acts on can see harms — wrong denials, degraded service, indignities — that internal instruments, built to measure performance, are blind to. The channel treats the governed population as a sensor, closing the gap between what operators can observe and what the affected actually live. Its defining move is directionality: evidence flows inward from outside, from those with local knowledge of harm, rather than being read off the system's own dials.
Example¶
A welfare agency deploys automated benefits-eligibility scoring. Internal telemetry shows the model running comfortably within specification: uptime is high, average processing time is down, and the aggregate approval rate is stable. But a harm-reporting channel — a phone hotline, a caseworker-relayed form, and a claimant-advocacy forum that meets monthly — surfaces a pattern the dashboard cannot: claimants with irregular gig income are being systematically denied, because the model reads income volatility as fraud risk. Individually the cases look like noise; aggregated in the forum they form a signal, one invisible in the average because the affected group is small. The forum routes the pattern to the review authority, which pauses automated denials for that segment. Nothing in the internal telemetry would ever have raised it.
How it works¶
- Designed around the observation asymmetry. The channel is built to catch what operators cannot see — qualitative, delayed, and distributed harm — not to duplicate performance metrics.
- Low-barrier, multi-modal intake. Multiple ways in (hotline, form, intermediary, advocacy forum) so that harm from people least able to file a clean complaint still lands.
- A forum with a mandate. Reports aggregate in a standing forum that has a defined route to decision authority, not an inbox that pools and evaporates.
- Active solicitation of the silent. It samples vulnerable and edge-case populations rather than waiting for the loudest to arrive.
- Pattern over anecdote. Single reports are held and aggregated so that a harm concentrated in a small group registers as a signal rather than dismissed as noise against a healthy average.
Tuning parameters¶
- Intake modalities — how many ways in, and how accessible. More channels reach more of the harmed but cost more to run and triage.
- Representativeness outreach — how actively silent populations are sampled. Active outreach catches concentrated harm but is labor-intensive.
- Routing latency — how fast a report reaches authority. Faster routing acts sooner but risks escalating noise.
- Reporter protection — anti-retaliation and anonymity guarantees. Stronger protection raises honest reporting but complicates verification.
When it helps, and when it misleads¶
Its strength is catching externalized and subgroup-specific harms that operators structurally cannot see — much as sentinel surveillance[n1] catches an outbreak that a central reporting system misses. Its failure mode is a channel that collects reports into a void: intake exists, but no mandated route to authority, so the reports pool and die — "evidence without authority" in interface form. A second failure is capture by the loudest rather than the most harmed. A classic misuse is a complaints inbox run as a pressure-release valve, giving the appearance of listening with no connection to any decision. The guarding discipline is a guaranteed routing commitment to a body that can act, plus active sampling of the populations least likely to self-report.
