Stakeholder Hidden-Constraint Board is the multi-agent, team-facing mechanism of the archetype: a persistent shared surface — a wall, a whiteboard, a canvas — that holds several stakeholders' hidden states side by side so a whole team can see and design around them at once. Where the interview and the log work one agent at a time and mostly for one actor, the board's job is breadth and shared visibility. Its defining move is to scope explicitly whose hidden state is in view and then turn private hunches about each party's constraints and fears into a common artifact the team can point at, argue over, and revise together.

Example

A state agency is redesigning its annual benefits-renewal process; renewals keep lapsing, and staff blame "people who don't read the letter." The team builds a hidden-constraint board — one lane per stakeholder: the recipient, the caseworker, the call-center agent, the auditor. Under each, they post the invisible material. The recipient may fear that asking a question flags them for review, may lack a stable mailing address, may not read the language the letter is written in. The caseworker, it turns out, is measured on cases closed, not renewals saved — an incentive nobody had ever named aloud. Seen together, two lanes are visibly pulling against each other: the caseworker's incentive and the recipient's fear. That collision, invisible in any single-agent model, is the design lever — and the team rewrites both the letter and the metric. The board's payoff was putting four hidden states in one field of view.

How it works

  • One lane per named stakeholder — the board's first move is scoping whose hidden state is in view, and, by omission, whose isn't.
  • Under each lane, posts hidden-state hypotheses — constraints, fears, incentives, information gaps — several per stakeholder, never a single motive.
  • Sets the lanes side by side so cross-stakeholder tensions (one party's incentive against another's fear) become visible — the payoff a one-agent model structurally cannot give.
  • Lives as a shared, persistent artifact the team points at, contests, and updates together, rather than as a private mental model in one head.

Tuning parameters

  • Stakeholder scope — how many lanes. Too few and you omit the party who breaks the design; too many and the board becomes unusable wallpaper.
  • Evidence marking — whether each posted constraint is tagged as evidenced versus assumed. Without the tag the board silently fills with the team's projections.
  • Granularity — broad personas versus specific real agents. Personas scale to service design; specific agents fit a single negotiation or case.
  • Update cadence — a one-off workshop artifact versus a living board revised as evidence lands. Living boards stay true but need an owner.
  • Visibility — who is allowed to see it. A board naming people's fears and incentives is sensitive and can itself become a profiling risk if left open.

When it helps, and when it misleads

Its strength is that it is the only mechanism here built for many agents at once and for a team, which makes it the natural fit for service, policy, and organizational design — settings where the failure is usually a collision between stakeholders' hidden states. Its signature payoff is countering the fundamental attribution error — the reflex to explain others' behavior by their character rather than their situation — by forcing the team to write down the situational constraints behind "they just won't comply."[n1]

Its failure modes track its authority. A board is only as good as its evidence marks; unmarked, it becomes an official-looking wall of the team's own assumptions and stereotypes about groups it doesn't represent. It can flatten real individuals into persona caricatures, and — because it catalogs people's fears, incentives, and gaps — it can slide from design aid into profiling tool. The discipline is to mark evidenced versus assumed, keep vulnerable-group lanes honest and consented, and treat the board as hypotheses to test with real stakeholders rather than conclusions to design on.
