Stakeholder Power–Interest Matrix¶
Mapping tool — instantiates Pivotal Participation Leverage Mapping
Plots each stakeholder on a two-by-two of how much power they hold against how much they care, so engagement effort is aimed where both run high.
Stakeholder Power–Interest Matrix is the fast, whole-field triage: list everyone with a stake in an outcome and place each on a grid of two axes — how much power they have to affect it, and how much interest they take in it — then read an engagement posture off their quadrant (manage closely, keep satisfied, keep informed, monitor). Its distinguishing role is coverage and communicability: in one picture it sorts a sprawling stakeholder field into where limited attention should go. It is also, deliberately, the status-based baseline — it works from perceived power, which makes it the naive first pass that the archetype's sharper, counterfactual tools exist to correct.
Example¶
A city is building a new light-rail line and the project team is drowning in stakeholders. The matrix sorts them in an afternoon. The mayor's office — high power, high interest — goes in manage closely. A regional utility whose easement the line must cross has high power but, for now, low interest, so it lands in keep satisfied. A trackside neighborhood association has intense interest but little formal power: keep informed. The general commuting public sits in monitor. The grid immediately tells the team where its scarce face-time belongs. But it also plants a trap the team must catch: the utility, filed under the gentle "keep satisfied," in fact holds a single necessary permission — a hidden veto — that its low-interest placement badly understates. The matrix scoped the field well and mis-weighted the one actor who could stop the project, which is exactly the seam where a pivotality test has to take over.
How it works¶
- Inventory the stakeholders. List every party — person, group, institution — with a stake in the outcome, at a consistent level of granularity.
- Rate two axes. Score each on power (ability to affect the outcome) and interest (how much they care and will engage).
- Place in a quadrant. The two scores locate each stakeholder in one of four cells.
- Assign the posture. Each quadrant carries a standard engagement strategy, so the map converts directly into where effort goes.
Its distinguishing feature is that both inputs are judgment ratings and the output is an attention-allocation policy — not a necessity test. It answers "who deserves our engagement bandwidth?", not "whose refusal would sink us?"
Tuning parameters¶
- Axis definitions — what "power" and "interest" actually mean (formal authority vs. real influence; attention vs. material stake). The most consequential and most gameable dial — the placements follow the definitions.
- Quadrant thresholds — where the dividing lines fall. Slide them and stakeholders jump cells, redirecting effort.
- Rating source — self-assessed, facilitated, or evidence-based, trading speed for bias resistance.
- Unit of analysis — individuals, groups, or institutions, which changes what the map can see.
- Refresh cadence — a one-off snapshot or a periodic redraw; interest in particular shifts sharply the moment a project starts touching people.
When it helps, and when it misleads¶
Its strength is speed and shared sight: it triages a large, messy stakeholder field into a picture a whole team can act on, and it is genuinely good at allocating limited engagement attention. As a first move it earns its place.
Its failure is baked into its axes: because it rates perceived, positional power, it systematically misses the low-status pivotal actor — the clerk whose signature is mandatory, the sole supplier — and over-weights the loud but non-decisive. Its classic misuse is to be run backwards to justify neglect: park an inconvenient group in "monitor" and the grid launders the decision to ignore them. Richer stakeholder-salience models exist that add legitimacy and urgency to raw power precisely to close this blind spot.[1] The discipline is to treat the matrix as triage, not verdict, and to pressure-test every high-stakes placement with a counterfactual pivotality test before trusting it.
How it implements the components¶
participation_unit_map— its core deliverable: the enumerated, positioned inventory of every stakeholder in the field, at a stated granularity.leverage_response_policy— each quadrant supplies a standing engagement posture, so the map hands back a coarse policy for how much to invest in whom.
It does not run the pivotality_counterfactual_test (Dependency Removal Counterfactual, Pivotality Counterfactual Matrix), compute the power_index_metric (Shapley–Shubik Power Index, Weighted Voting Simulation), or build the substitutability_and_fallback_map that removes a pivotal actor's leverage (Redundancy or Substitute Build Plan).

Notes¶
The matrix's power axis is the archetype's central trap made visible: it measures the "nominal size" the archetype warns against confusing with real marginal contribution. Its best use is to scope the field cheaply, then route the high-stakes cells — especially anyone plausibly holding a necessary permission — into a Veto-Point Review or a counterfactual test that its perceived-power rating cannot perform.
