Stigma Escalation Review¶
Ethical safety review — instantiates Purity-Pollution Boundary Governance
Checks whether a purity response has hardened into identity-marking, scapegoating, or disproportionate harm — and forces it back within bounds.
Purity logic is prone to a specific failure: a mark meant to isolate a hazard slides into branding a person or group, and stays attached long after the hazard is gone. Stigma Escalation Review is the standing check aimed at exactly that drift. It does not detect contamination or clean anything; it audits the response, asking whether the boundary is still tracking real, present risk or has quietly become a status of permanent exclusion. Its one defining move is that it turns the purity apparatus on itself — the object under review is the community's own marking behavior, not the thing that was marked.
Example¶
During an outbreak, a regional health service isolates and treats patients with a feared infection. The precaution is proportionate while people are contagious. A year later, recovered patients — now medically no different from anyone else — report being refused jobs, seated apart, and quietly shunned. A Stigma Escalation Review convenes to test whether the response has escalated past its warrant. It checks three things: is continued exclusion proportionate to actual residual risk (here, essentially zero)? Is the mark still scoped to a bounded past event, or has it fused to the person's identity as "one of the diseased"? And is a whole class being scapegoated — carrying blame or dread out of proportion to anything they did or transmit?
Finding the exclusion now disproportionate and identity-fused, the review orders the mark lifted, and — because informal stigma outlives official policy — it opens an appeal path so individuals still being treated as tainted can force the question in their own case. The outbreak response protected people; the review is what keeps that protection from calcifying into a caste.
How it works¶
- Re-derive the current risk. Establish what real transfer, if any, the mark is still guarding against today — not when it was imposed. A mark whose hazard has expired is the review's central finding.
- Separate event from identity. Test whether the status attaches to a bounded act or condition, or has generalized into "the kind of person/thing that is contaminating." The second is the scapegoating signature.
- Weigh proportionality. Compare the harm the response imposes against the harm it prevents, including harms the original decision never counted (livelihood, standing, dignity).
- Open a contestation channel. Give the marked party a real, low-friction way to trigger reconsideration, so correction does not depend on the marking authority noticing its own error.
Tuning parameters¶
- Trigger threshold — whether the review fires automatically (every mark expires into review after N months) or only on complaint. Automatic firing catches silent stigma the marked party is too weak to contest; on-complaint is cheaper but misses the worst-off.
- Independence — how far the reviewers sit from the authority that imposed the mark. Greater independence is the property that gives findings force; too far and they lack the context to judge.
- Remedy strength — whether the review can merely recommend, or can compel de-marking and reintegration. Binding power prevents rubber-stamping; it also raises the stakes of a wrong call.
- Scope of harms counted — narrow (direct exclusion) to broad (reputational, economic, psychological, generational). Widening surfaces real damage but makes proportionality harder to adjudicate.
When it helps, and when it misleads¶
Its value is that it supplies the one thing purity systems almost never build for themselves: a brake on their own overreach, and a route back for those the boundary has caught unfairly. It is the mechanism that keeps "protect the clean" from becoming "there exists a permanently unclean class." The concept it operationalizes is Erving Goffman's stigma — a spoiled identity in which a single discrediting attribute swamps how a person is seen and treated.[1]
Its own failure mode is capture. Run to protect the institution rather than the marked person, the review becomes a rubber stamp that launders the stigma — "we reviewed it; the exclusion stands" — lending due-process cover to exactly the harm it exists to catch. It can also arrive only after the damage is irreversible, or be quietly starved of the power to compel anything. The disciplines that keep it honest are structural, not attitudinal: independence from the marking authority, a trigger that does not depend on the victim's initiative, and a remedy with teeth. Absent those, the review is theater.

It does not perform the cleansing or restoration that lifts a legitimate mark (Ritual Ablution or Cleansing Act, Validated Clean-Down Protocol), nor stage the public re-acceptance afterward (Symbolic Reintegration Ritual). It is a check on the marking, not part of it.
