Example

A seven-member elected school board runs on a familiar 4–3 split, and one member in the middle keeps landing as the deciding vote. Before each contentious item — a new curriculum standard, a boundary redraw — the review names the outcome (motion passes on a simple majority), lays out the near-certain four votes and the near-certain three, and confirms the swing sits with that one centrist member, so the superintendent's persuasion effort goes where it counts. Crucially, it also carries a clock: a board seat is up for special election in three months, and the review flags that a change there would move the swing to a different member entirely, invalidating today's map. The board isn't told "member X is powerful in general"; it's told "member X decides this vote, until the seat turns over" — a finding scoped to a moment and set to be recomputed when the moment ends.

How it works

  • Define the decision. For the specific upcoming item, pin the outcome and the threshold — what passing means and how many votes it takes.
  • Read current leanings. Map each member's likely vote from stated positions, history, and whip signals, marking how firm each is.
  • Locate the swing. Identify the member (or small set) whose change of vote flips the result under the current lineup.
  • Stamp validity and set the trigger. Record the composition the finding assumes, the window it holds for, and the event — a new member, a public reversal — that forces a recomputation.

Unlike the a-priori indices, it runs on real, current leanings for one decision, not on all coalitions treated as equally likely.

Tuning parameters

  • Leaning model — how firmly each member's vote is assumed (hard commitments vs. soft probabilities). Firmer assumptions sharpen the swing but fail worse when a "safe" vote defects.
  • Recalculation trigger sensitivity — what counts as enough change to re-run — a seat turnover, a public statement, a coalition rift. Tighter triggers keep the map current at the cost of constant re-review.
  • Validity horizon — how far ahead the swing-map is trusted before it is presumed stale.
