The Three Horizons Map is a single picture that draws the present, the transition, and the future on one time axis. Three curves overlap: Horizon One, the dominant system today, riding high but bending toward decline; Horizon Three, the emerging future pattern, low now but rising; and Horizon Two, the turbulent middle where the two systems trade dominance. The map's one job is to make coexistence legible — to let a room full of people see, in one glance, that the present is already fading while the future is not yet ready, and that the interesting action is in the overlap. It is a picture, not a decision: it describes the three horizon spaces but does not sort individual projects into them or decide what gets funded.

Example

A regional electricity utility is arguing past itself. The grid-operations team hears "future" and pictures blackouts; the clean-energy team hears "keep the coal plants" and pictures obstruction. A facilitator draws a Three Horizons Map on the wall. Horizon One is the thermal-and-transmission grid that keeps the lights on tonight — high, reliable, but under cost and legitimacy pressure as plants age and carbon rules tighten. Horizon Three, drawn as a low rising curve, is a future pattern of distributed renewables, storage, and demand-flexible loads. Between them, Horizon Two holds the genuinely unstable stuff: battery pilots, a virtual-power-plant trial, vehicle-to-grid experiments, hybrid tariffs.

Nothing on the wall is a commitment yet. But the picture does something the spreadsheet never did: it shows that H1 is not "the enemy" but a curve that must stay high long enough for H3 to rise under it, and that the pilots in the middle are the bridge, not a distraction. The two teams stop talking about replacement dates and start talking about the shape of the hand-off. That shift — from "old versus new" to "how do the curves overlap" — is the whole value of the diagram.

How it works

The map is built from the three horizon descriptions, rendered as overlapping trajectories rather than a table:

  • Draw Horizon One as the currently dominant system: what still creates value, what dependencies make it necessary, and where it is becoming brittle. Its curve is high but bending down.
  • Draw Horizon Three as the future pattern — the configuration of capabilities, norms, or value logic that could become dominant. Its curve is low and rising; it is a direction, not a prediction.
  • Draw Horizon Two as the overlap: the experiments, hybrids, and conflicts that connect or challenge the two. This is the zone the diagram exists to make visible, because it is the part every other view flattens.

The output is a shared visual reference — deliberately qualitative. It shows shape and timing of coexistence, and stops there.

Tuning parameters

  • Time span — how far the horizontal axis reaches. Too short and H3 never appears; too long and the picture becomes fantasy.
  • Curve steepness — how fast H1 is drawn declining and H3 rising. Steep curves dramatize urgency; flat curves risk complacency. This is a rhetorical choice and should be labelled as an assumption, not smuggled in as fact.
  • Overlap width — how much H2 is drawn between the two. A wide middle says "long, managed transition"; a narrow one says "abrupt hand-off."
  • Granularity — whole-system curves versus a curve per capability. Finer detail informs, but a crowded diagram loses the at-a-glance quality that is its point.

When it helps, and when it misleads

Its strength is legibility under disagreement: it gives defenders of the present and advocates of the future a shared frame in which both curves are legitimate, which defuses the "old versus new" fight faster than any argument. It is the classic Three Horizons picture,[1] and it earns its keep as the opening move of a transition conversation.

Its failure mode is diagram theater — a polished graphic that changes no decision. Because the map is purely descriptive, it is easy to mistake the drawing for the strategy: teams admire the curves, hang the poster, and fund exactly what they funded before. The map also invites false linearity, implying a smooth inevitable hand-off when real transitions stall, reverse, and fork. The guarding discipline is to treat the map as an input to classification, resourcing, and signalling — never the endpoint. A Three Horizons Map that does not feed a downstream decision is just wall art.

How it implements the components

Three Horizons Map realizes the archetype's descriptive, make-it-visible layer — the three horizon spaces themselves:

  • horizon_one_current_system — the H1 curve depicts the dominant present system, its remaining value, and its emerging brittleness.
  • horizon_two_transition_space — the overlap region renders the experiments, hybrids, and conflicts that bridge present and future.
