Time-Bounded Veto or Hold

Protocol — instantiates Selective Pathway Suppression

Lets an independent authority pause a transition for a fixed window that lapses by default, so continuing the hold — not lifting it — is what must be justified.

Time-Bounded Veto or Hold does not act on the mechanism that carries a transformation; it acts on permission to proceed in time. An independent authority freezes a specific transition, but the freeze carries an expiry: unless it is affirmatively renewed on fresh evidence, it lapses on its own. That default-release is the entire safety property. The burden of proof sits on continuing the pause rather than on ending it, which is what keeps a precaution from silently hardening into a permanent block. It is governance, not machinery — it buys bounded time and an independent check, and leaves the actual inhibiting to something else.

Example

An anomaly shows up during commissioning of one reactor line at a chemical plant. An independent safety officer — not the operations team that owns the schedule — places a 72-hour hold on restarting that single line, while the rest of the plant keeps running. The hold is written to expire: at 72 hours the line is clear to restart unless the officer, having reviewed new inspection data, extends it with reasons on the record. The operator, for its part, can file an appeal for early release if it can show the anomaly is resolved. The effect is that the restart is paused under uncertainty, adjacent operations are untouched, and nobody can convert a cautious pause into an indefinite shutdown by inertia — every extra day of hold is a visible, evidence-backed act that someone signs.

How it works

An authority independent of the actor invokes a hold scoped to one transition and stamped with a duration. Lifting is automatic at expiry; extension is the exceptional act and must be justified to the authority; affected parties have a defined path to appeal for early release. The distinguishing logic is the inversion of default: unlike a ban (which persists until repealed) or an automatic circuit-breaker (which trips and resets on a threshold), this pause is deliberate, owned, and self-expiring, so its legitimacy rests on independence plus a clock rather than on a permanent decision.

Tuning parameters

  • Hold duration — the length of the window. Long enough to gather the evidence the pause is buying, short enough that momentum and facts don't go stale before it lapses.
  • Renewal burden — how much fresh evidence an extension demands. A high bar is what stops serial renewals from becoming a back-door permanent ban.
  • Authority independence — how separated the veto-holder is from the actor whose transition is frozen; independence is the source of the hold's legitimacy.
  • Appeal latency — how fast an affected party can contest for early release, which bounds the cost the hold imposes on legitimate work.

When it helps, and when it misleads

Its strength is that it is reversible by construction: it inserts an independent check and some breathing room under uncertainty without committing to a permanent veto, and its automatic lapse guarantees that "temporary" stays temporary unless someone actively argues otherwise.[1]

Its costs and abuses live in the renewal. Every hold imposes delay and lost momentum, and if extensions are rubber-stamped the mechanism decays into a de facto ban that never had to meet a ban's scrutiny. The classic misuse is stacking serial "temporary" holds to smother something you could not stop outright through the front door. The discipline is to make each renewal cost real, logged evidence and to treat a lapsed hold as the normal, expected outcome rather than a failure to re-up.

How it implements the components

  • reversibility_and_release_rule — the defining rule: the hold releases automatically at expiry unless it is affirmatively renewed, so reversal is the default state.
  • accountable_inhibition_authority — a named, independent authority owns the veto and personally owns each extension on the record.
  • exception_and_appeal_path — affected parties have a defined route to contest the hold for early release or exemption.
  • spatial_temporal_targeting_window — the fixed time window (and the single transition it freezes) is exactly what the hold is confined to.

It does not itself act on the mechanism — it authorizes and time-boxes a pause, leaving the actual inhibition to an agent-level mechanism (Permission or Access Revocation, Noncompetitive or Allosteric Inhibition) and any automatic, threshold-triggered trip to Circuit Breaker Pause; and it runs no causal test of the pause (Washout and Rechallenge).

Notes

The expiry is the mechanism, not a formality. Strip out the automatic lapse and what remains is an indefinite ban that never had to justify its own continuation — the opposite of what the hold is for. If renewals stop carrying a real evidentiary burden, the protocol has quietly become the thing it was meant to prevent.
