Amplify a useful emergent pattern once it is detected, without freezing it prematurely.

The Diagnostic Story

Symptom: A local pocket of success persists while similar units struggle, but no one has captured what makes it work. The practice spreads through anecdote and informal reputation rather than any deliberate learning channel. Attempts to replicate it copy the visible surface while ignoring the conditions underneath — peer trust, local discretion, resource slack — and the copies fail. The originators burn out or move on before anyone builds the bridge from their practice to the rest of the system.

Pivot: Detect and characterize the emergent pattern, identify the enabling conditions that produce its benefit rather than just its output, and choose amplification channels that strengthen the pattern without replacing local judgment with a mandate.

Resolution: Useful local adaptation becomes visible before it dissipates. The pattern spreads to appropriate contexts with less distortion. The organization builds a repertoire for amplifying opportunities without prematurely standardizing them, and participants gain legitimacy for practices that were previously informal.
