Control Delegation

Delegate control to lower or local units when central control lacks the variety, speed, or information to respond effectively.

The Diagnostic Story

Symptom: Everything escalates to the center. Frontline people know what should be done and could do it safely, but they are not authorized to act, so decisions queue up waiting for approval that arrives after the local situation has already changed. Central controllers are overloaded with cases that require context they do not have, while local actors improvise in informal workarounds because the official system is too slow.

Pivot: Move a defined class of decisions to the local units that can actually observe and respond to local state, then surround the delegated authority with explicit boundaries, escalation thresholds, feedback channels, and review loops so coherence and accountability travel with the authority.

Resolution: Local response becomes faster and more contextually accurate, central bottlenecks shrink to genuinely cross-unit or high-stakes cases, and local units have real authority matched to real responsibility. The escalation path remains for cases that exceed local bounds.
