Demand has shifted toward symbolic action that is more visible than useful, a broad group is being blamed for ambiguous or unverified incidents, and temporary emergency measures are already hardening into permanent policy while attention is still high.

Pivot: Make the threat narrative inspectable — separate evidence from amplification, protect those likely to be targeted, calibrate response intensity to actual harm and evidence, and communicate uncertainty and next steps in a way that reduces rather than amplifies the panic frame.
