Access Boundary Annotation

Access-boundary register — instantiates Sense-Experience Reduction Protocol

Marks where access runs out and labels the claims that lie beyond any possible observation.

Access Boundary Annotation does the archetype's least glamorous and most honest job: it draws the line past which no experience is available, and labels the claims that fall beyond it. Its defining concern is the frontier of observability — not what an observation would show, but where observation stops being possible at all. For each claim it asks whether the referent is accessible in practice, accessible only in principle, or inaccessible altogether, and it records that verdict as a status label. The point is not to declare inaccessible claims meaningless, but to keep a project from spending itself arguing about a question that no observation could ever touch — and to mark exactly which questions those are.

Example

A cosmology seminar is sorting claims about the universe by whether evidence could bear on them. Access Boundary Annotation registers each. "There are galaxies beyond the observable universe": the referent lies past the particle horizon — light from it can never reach us — so it is tagged in-principle inaccessible, though inference from physics can still constrain it. "Space is roughly uniform on the largest scales": accessible in practice within the horizon, observable now. "Information that fell past a black hole's event horizon is X": tagged boundary case — plausibly inaccessible to any outside observer, and flagged as contested.

The annotation doesn't answer the beyond-horizon question; it marks that no observation an observer could make will answer it, so the seminar treats it as a matter for theoretical inference rather than measurement. What changes is the conversation: energy stops being spent demanding evidence that the boundary itself forbids, and gets redirected to the claims that sit inside it.

How it works

  • Locate the referent relative to access. Ask not "what would we see?" but "could anyone gain observational access to this at all?"
  • Distinguish in-practice from in-principle. Separate what is merely unobserved-for-now (a cost or technology problem) from what no possible observation could reach.
  • Label the status. Tag each claim — accessible, accessible-only-in-principle, inaccessible, or boundary/contested — as a standing annotation.
  • Record the uncertainty at the frontier. Note where the boundary itself is unclear, so a claim is not filed as forever-closed when the limit is really just current reach.

Tuning parameters

  • Boundary strictness — how demanding the bar for "accessible." Strict bars sweep more claims beyond the line; lenient ones keep more in play but blur the frontier.
  • In-principle vs. in-practice weighting — how sharply the two are distinguished. Collapsing them wrongly buries the merely-hard with the truly-impossible.
  • Inference allowance — whether indirect theoretical inference counts as a form of access. Allowing it shrinks the "inaccessible" zone; disallowing it keeps observation the sole standard.
  • Revisit cadence — how often boundaries are re-examined as tools improve. Frequent review catches frontiers that have moved; rare review lets stale limits calcify.
  • Contested-flag threshold — how much doubt about the boundary triggers a "boundary case" tag rather than a firm one.

When it helps, and when it misleads

Its strength is that it stops a project from burning effort on the unanswerable and names, precisely, which questions those are — the disciplined descendant of the empiricist instinct to separate claims evidence can touch from those it cannot. It also protects genuinely inaccessible referents from being pushed into false confidence by proxy.

Its gravest error is closing the frontier too soon — declaring "in principle unobservable" what is merely not yet observable, and thereby ruling a real, later-confirmable question out of court. The history of science is unkind here: atoms were dismissed by leading empiricists as metaphysical precisely because they could not then be seen, only to become observable later.[1] The annotation is also run backwards — a claim inconvenient to test gets labelled "inaccessible" to excuse it from evidence. The discipline is to distinguish in-practice from in-principle scrupulously, to treat every boundary as provisional against improving tools, and to prefer "inaccessible for now" wherever the limit is really cost or technology rather than physics.

How it implements the components

  • semantic_status_label — tags each claim by accessibility (in-practice / in-principle / inaccessible / contested), complementing the definition-based labelling done elsewhere.

It does not bind a term to a measurement operation (Operational Definition Table), rule an accessible observation impermissible to perform (Ethical Non-Production Rule — a "must not," where this marks a "cannot"), or estimate the cost of reaching an accessible referent (Observation Protocol Design).

Notes

"Cannot observe" and "must not observe" are different boundaries and belong to different mechanisms. This one marks where access is impossible; the Ethical Non-Production Rule marks where access is possible but forbidden. Conflating them lets a merely difficult or merely prohibited question hide behind the authority of "in principle unobservable" — which is why the two are kept as separate annotations.

The episode is the standard caution against treating "currently unobservable" as "in principle inaccessible."
