An Access-Condition Inventory Workshop is the front of the whole pipeline: a facilitated session that first names the desired access object and then hunts down every condition attached to it, wherever it hides. Its defining move is completeness across formal and informal sources — it assumes conditions accrete in places no single document shows, so it deliberately sweeps the contract and the interface flow and the onboarding script and the renewal terms and the unwritten things front-line staff simply require in practice. It produces no judgment about whether any condition is fair or separable; it produces the list that every downstream mechanism needs before it can decouple anything. You cannot untie what you have not seen.
Example¶
A city runs a housing-assistance programme, and a review team wants to know what an applicant must actually accept to receive a voucher. The signed agreement names three conditions. The Access-Condition Inventory Workshop assumes that is not the whole story and works each channel in turn: the paper application adds an income-verification consent; the online portal's terms add a data-sharing clause with a partner vendor; the annual recertification adds re-attestations that never appear at intake; and — surfaced only because a caseworker is in the room — there is an informal practice of steering applicants into a mandatory budgeting-app enrolment that lives in no document at all. The workshop logs each condition with where it is attached and who imposes it, dedupes, and hands over a single list of eleven conditions where the contract showed three. Whether the budgeting-app requirement is a legitimate condition or an opportunistic add-on is not the workshop's call — but now it is visible, which is the precondition for anyone making that call.
How it works¶
- Fix the desired access object. Name precisely the thing being sought, so every condition is mapped relative to one clearly defined access.
- Sweep every channel. Walk the contract, the interface, the policy, the onboarding, the renewal, the exit — and the informal, habitual requirements that live only in practice.
- Log with attribution. Record each condition with where it attaches and who imposes it, so later review can trace and question it.
- Dedupe, don't judge. Merge duplicates into one clean inventory and stop there; ranking and necessity-testing belong to other mechanisms.
Tuning parameters¶
- Source breadth — how many channels are swept; skipping informal practice is precisely where opportunistic add-ons survive uncounted.
- Participant mix — who is in the room; front-line staff and affected parties surface the unwritten conditions that legal-and-product alone never see.
- Granularity — one line per clause versus one per bundle; finer catches buried add-ons but lengthens the list.
- Point-in-time vs lifecycle — a single snapshot versus mapping the conditions that only appear at renewal, upgrade, or exit.
- Attribution depth — whether each entry records who imposed it and their stated reason, which pre-loads the later necessity review.
When it helps, and when it misleads¶
Its strength is foundational: it is the input every other mechanism depends on, and it exposes conditions that live only in habit and would otherwise never reach scrutiny. Its failure mode is a false sense of completeness — a tidy list can lull a team into believing the map is the territory, when the single most coercive condition is often the unwritten one nobody volunteered. The classic misuse is running the workshop as a compliance formality that only re-transcribes the contract everyone already knew. The concept that guards against this is course of dealing[1]: because repeated, unwritten practice can itself become a binding condition, the workshop is only honest if it actively sweeps informal channels and puts front-line and affected voices in the room.
